HomeMy WebLinkAboutPC Res 1482 - 1987-11-04 e e ~ RESOLUTION NUMBER 1482 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING CONDITIONAL USE PERMIT 10-87, A REQUEST TO REMODEL AND ADD A PUMP ISLAND TO AN EXISTING AUTOMOBILE SERVICE STATION (12071 SEAL BEACH BOULEVARD) THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS; on September 30, 1987 the Carse Company submitted an application for Conditional Use Permit 10-87 to the Department of Development Services; and WHEREAS; the applicant is requesting approval of a pump island addition and remodel of an existing Unoca1 service station located at the southwest corner of Seal Beach Boulevard and Bradbury Road; and WHEREAS; the subject property is a separate parcel located within the Rossmoor Business Center, a multiple tenant center located on Seal Beach Boulevard between St. Cloud Drive and Bradbury Road; and WHEREAS; the surrounding land uses and zoning are as follows: North - Single family homes located in Rossmoor, an unincorporated Orange County community. South - A mixture of commercial uses in the C-2 (General Commercial) Zone, and within Rossmoor Center. East - A mixture of residential uses within the City of Los A1amitos and commercial uses in the C- 2 (General Commercial Zone) within Seal Beach. West - Multiple family units located in Rossmoor, an unincorporated Orange County community; and WHEREAS; Conditional Use Permit 10-86 is required by Section 28- 1400 of the Code of the City of Seal Beach, which allows service stations in the C-2 Zone subject to a CUP. In the absence of an approved Conditional Use Permit on file for the existing service station at 12071 Seal Beach Boulevard prior to this remodel, CUP 10-87 is required to bring the station into compliance with the Municipal Code and to approve the proposed modifications; and WHEREAS; the existing service station at 12071 Seal Beach Boulevard is in substantial compliance with the provisions of Section 28-2318 of the Code of the City of Seal Beach, "Automobile Service Stations; Performance and Development Standards" and with minor modifications can be brought into full compliance; and WHEREAS; the applicant is proposing the following modifications to the existing servic€ station: a. Extension of the existing 1,944 square-foot pump canopy by 864 square feet; b. Addition of two new pump islands to match the existing islands; e e RESOLUTION NUMBER 1482 Page Two c. Replacement of landscaping; 835 square feet of existing d. Removal of one of two existing telephone booths; e. Change in copy of existing signs from Unocal to Union 76, for a total of approximately lIe square feet of wall signing; and WHEREAS; there are no complaints against the existing Unocal service station, nor any evidence of code violations in the City's code enforcement files; and WHEREAS; the proposed remodel and addition comply with the performance and development standards for automobile service stations outlined in Section 28-2318 of the Code of the City of Seal Beach. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve Conditional Use Permit 10-87, subject to the following conditions: 1. Conditional Use Permit 10-87 is approved for an automobile service station at 12071 Seal Beach Boulevard, and a remodel and addition of a pump island at said service station. 2. Prior to the issuance of a building permit, the applicant shall submit plans showing the addition of approximately 300 square feet of landscaping on the subject property. Such landscaping shall be installed prior to finaling any building permits. 3. Prior to the issuance of a sign permit, the applicant shall demonstrate that all signing associated with the service station at 12071 Seal Beach Boulevard is consistent with Section 28-l8le of the Code of the City of Seal Beach, and with all applicable state laws. In the event that the existing signing does not comply with city ordinances, the signing shall be brought into conformance prior to the issuance of any sign permit. 4. Any changes to the current hours of operation shall be subject to Planning Commission review and approval. 5. All landscaping condition and at located within intersection. shall be maintained in a healthy a height of not more that 3'-6" when 20 feet of a driveway or street 6. All advertising not relating to the maintenance of motor vehicles shall be removed from the site. 7. Two telephone booths shall be maintained on the site. PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of Seal Beach at a meeting thereof held on the 4~ day of )Vaven1~ , 1987, by the following vote: e e t.
