RESOLUTION NUMBER 1307
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
DENYING AND RECOMMENDING TO THE CITY COUNCIL
DENIAL OF THE BIXBY RANCH COMPANY (OLD RANCH
BUSINESS PARK) SPECIFIC PLAN.
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH HEREBY RESOLVES:

WHEREAS,
an application was duly filed by the Bixby Ranch Company,
911 Studebaker Road, Long Beach, California for Bixby
Ranch Company (Old Ranch Business Park) Specific Plan;
and
the property is described as, that portion of Section
31, Township 4 south, Range 11 west, in the Rancho Los
Alamitos, City of Seal Beach, County of Orange, State
of California, as shown on a Map No.2 attached to the
final decree of partition on said Rancho, a certified
copy of which was recorded February 2, 1891, in Book 14,
Page 31 of deeds in the office of the County Recorder
of said County; and is more commonly known as the Bixby
Ranch, Located fronting Seal Beach Boulevard and the San
Diego Freeway, northwest of the Seal Beach Boulevard/San
Diego Freeway overpass; and
the Bixby Ranch Company proposed the adoption of a Specific
Plan by the City of Seal Beach as authorized by Title
7, Division 1, Chapter 3, Articles 8 and 9 of the California
Government Code (Section 65450 et seq.); and

the Specific Plan is titled Bixby Ranch Company Old Ranch
Business Park and dated May, 1983; and
the Specific Plan included detailed regulations, conditions,
programs to develop the subject property; and
on May 9, 1983 the City of Seal Beach performed an initial
study (Appendix A) as required under the California
Environmental Quality Act finding that the proposed
project (Specific Plan) may have a significant effect
on the environment, and an Environmental Impact Report
would be required; and
a Draft Environmental Impact Report was prepared for the
City of Seal Beach by Ultrasystems, Inc. of Irvine,
California, dated June, 1983; and
the City of Seal Beach Environmental Quality Control Board
held public hearings on the draft EIR and Addendum; and
the Environmental Quality Control Board on October 20,
1983 approved the E.I.R. with findings and recommending
further study on flight patterns and inclusion of a sound
barrier wall; and
on November 17, 1983 the Airport Land Use Commission for
Orange County reviewed the subject project; and
the Planning Commission on December 7, 1983 held a public
hearing on the Bixby Ranch Company Specific Plan, Old
Ranch Business Park and then moved to continue the matter
to allow additional time required for further
investigation of the issues raised; and

the Airport Land Use Commission on December 15, 1983
considered a second time the Bixby Ranch, Old Ranch
Business Park project; and
the Planning Commission on January 18, 1984 held public
hearings on the Bixby Ranch, Old Ranch Business Park
Specific Plan and Environmental Impact Report; and
the Planning Commission by minute order moved to recommend
to the City Council to deny the acceptance of the Bixby
Ranch, Old Ranch Business Park Environmental Impact Report
on the basis that it is an inadequate document due to
lack of adequate consideration of the following areas:
1) Sound barrier wall,
2) Crime safety,
3) Fire safety,
4) Seismic safety,
5) Airport safety, and
6) Telephone services; and
the Planning Commission makes the following finding:
1) that the Specific Plan doesn't adequately address
the interests of public safety and welfare
specifically in regards to the following:
A. Density of population.
B. Height of structures.
C. Impact on possible crime safety.
D. Fire safety.
E. Seismic safety.
F. Airport and Related Aircraft Activities.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby
deny the Bixby Ranch Company (Old Ranch Business Park) specific Plan.
PASSED, APPROVED and ADOPTED by the Planning Commission of the City
of Seal Beach at a meeting thereof held on the 1st day of
February , 1984 by the following vote:
AYES: Commissioners Covington, Goldenberg, Perrin, Murphy
NOES: Commi ss ioners None
ABSTAIN: Commissioners Jessner
