RESOLUTION #1358
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION APPROVING
CONDITIONAL USE PERMIT 21-84 A REQUEST FOR APPROVAL OF A
PERMIT FOR ON-SALE BEER AND WINE AND DISTILLED SPIRITS IN
CONJUNCTION WITH THE PROPOSED EXPANSION (1,058 SQ. FT.) TO
AN EXISTING RESTAURANT LOCATED AT 9~n PACIFIC COAST HWY.
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RtSOLVE:
WHBREAS, an application was duly filed by Tiny Naylor's, Inc..
13013 East Molette Street. Santa Fe Springs. California;
and
WHEREAS. the property is located in the Seal Beach Center at 941
Pacific Coast Highway; and
WHEREAS. the subject property contains 84.935 square feet of
retail commercial space over 90% occupied; and
WHEREAS, no schools or religious facilites are located within
600 feet; and
WHEREAS. from 1966 to present, the restaurant has been under the
same ownership and has been compatible with surrounding
land uses; and
NOW, THEREFORE. BE IT RESOLVED that the Planning Commission of the
City of Seal Beach does hereby approve Conditional Use Permit 21-84
subject to the following conditions:
1. That any signage plans for this project be submitted as
part of a planned sign program for the entire Seal Beach
Center and approved by the Seal Beach Planning Commission,
and'all existing illegal signs on the Center property be
removed prior to issuance of a building permit.
2. That a detailed landscape and irrigation plan be provided
prior to issuance of Duilding permits for the entire Seal
Beach Center which provides landscaping of 10% of the site
and one tree per 5 parking spaces, as approved by the
Director of Development Services.
3. That all alcoholic beverages shall be consumed entirely
within the building and enclosed patio.
4. That the applicant shall comply with all restrictions
placed on his license by the State Department of Alcoholic
Beverage Control.
5. There shall be no alcoholic beverages advertising display
devices located in the window areas.
6. That this CUP shall be terminated if the operation no
longer is maintained as a "bona fide" restaurant as
defined by the State Department of Alcoholic Beverage Control.
7. That CUP 21-84 is issued to Tiny Naylor's, Inc., and is non-
transferrable.
8. That the term of this permit shall be for six (6) months,
after which time the Planning Commission can extend the
permit for another six (6) month period of time provided
that all conditions of approval have been satisfied and no
serious police problems have occurred. At the end of the
second six (6) month p.erioct,of ti:l'J1e..'the' .Plann;.ng,'Commission
may extend the permit indefinitely provided that all
conditions of approval have been satisfied and no significant
police problems have occurred.
9. That the development be in accordance with the floor and
site plans as approved by the Planning Commission and as
modified by the above conditions.
10. No sale of alcoholic beverages after 1:30 a.m.

11. That the applicant voluntarily agrees to not permit any
employee under 21 years to serve customers who are
drinking alcoholic beverages only.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of
Seal Beach at a meeting thereof held 6th day February , 1985
by the following vote:
