A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH APPROVING CONDITIONAL USE PERMIT 5-85, A
REQUEST TO PERMIT ON-SALE BEER AND WINE IN CONJUNCTION
WITH THE ROSSMOOR HEALTH CLUB (12235 SEAL BEACH BLVD.)
The Planning Commission of the City of Seal Beach, Ea1ifornia,
hereby resolves:
WHEREAS, an application was duly filed by Steven Holbrook Ellis
(Rossmoor Athletic Club); and
WHEREAS, the subject property is the Rossmoor Business Center
located on the westside of Seal Beach Blvd., north
of St. Cloud Drive (12235 Seal Beach Blvd.); and
WHEREAS, the subject property contains approximately 1,732,484
sq. ft. and is located 40f feet north of the centerline
of St. Cloud Drive (12235 Seal Beach Blvd.); and
WHEREAS, the subject property has approximately 4,000 feet of
frontage on Seal Beach Blvd., and a depth varying
from 142 feet to 1,200 feet; and
WHEREAS, the property contains several retail-commercial buildings
of which the Rossmoor Athletic Club is on a separate
parcel sharing the benefit of a common parking lot; and
WHEREAS, the surrounding land uses and zoning are as follows:
North, West, South - single family residences located
in the community of Rossmoor in the unincorporated
territory of Orange County.
East - a mixture of open space, utilized for the most
part as a golf course in the R-G Zone, retail-commercial
uses located in the C-1 Zone and residential uses located
in the City of Los Alamitos; and
WHEREAS, the applicant specifically requested CUP 5-85 to permit
the establishment of a beer and wine license to compliment
an existing cafe which services the needs of' its members;
and
WHEREAS, on April 29, 1985, Stacey Picascia, Chief of Police,
indicated that the Police Department had no reservations
in the granting of CUP 5-85; and
WHEREAS, the applicant is not increasing the present size of the
building nor proposing any structural alterations which
would necessitate the property's conformance to Municipal
Code requirements pertaining to landscaping and signage;
and
WHEREAS, on May 15, 1985 the Planning Commission held a public
hearing on Conditional Use Permit 5-85.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby
approve Conditional Use Permit 5-85 with the following conditions:
1) CUP is approved for on-sale beer at 12235 Seal Beach Blvd.
and issued to Steven Holbrook Ellis.
2) That all alcoholic beverages shall be consumed entirely
within the cafe area.
3) That the applicant shall comply with all restrictions
placed on the ABC license by the State Department of
Alcoholic Bverage Control.
4) There shall be no alcoholic beverages advertising display
located in the window areas.
5) CUP issued in non-transferable.

6) CUP to be reviewed by staff at the end of one year.
7) No sale of alcoholic beverages after 11:00 p.m.
8) Beer and Wine be served only to members and guests
of the club with a two drink limit.
PASSED, APPROVED and ADOPTED by the Planning Commission of the City
of Seal Beach at a meeting thereof held on the 15th day of
May , 1985 by the following vote:
