A RESOLUTIO~ OF THE CITY OF SEAL BEACH
PLAXNI~G COMMISSIO~ APPROVING A~D RECOMMEND-
I~G TO THE CITY COUXCIL ADOPTIO~ OF ZONE TEXT
AMENDME~T 4-85. A REVISED STATE LANDS SPECIFIC
PLAN, AFFECTI~G PROPERTY LOCATED AT THE ~ORTHEAST
CORNER OF FIRST STREET A~D PACIFIC COAST HIGHWAY.
THE PLA~NING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, the Planning Commission of the City of Seal Beach
recognizes the potential to establish a high quality,
visitor-serving, hotel oriented use on the subject
site. which would become an important focal point and
"gateway" to the community: and
WHEREAS, the City Council and Planning Commission , at a joint
study session held on ~ovember 19, 1984. determined
that the existing State Lands Specific Plan adopted as
Ordinance ~o. 1155 does not contain sufficient
standards to insure that the City's land use and design
goals for this site are achieved; and
WHEREAS, following the joint Commission/Council meeting of
Xovember 14. 1984, the City Council adopted Ordinance
Xo. 1171 to establish a moratorium on the development
of the subject site, pending the establishment and
adoption of a revised Specific Plan; and
WHEREAS, subsequent City Council actions extended the
development moratorium to December 9, 1986; and
WHEREAS. the City Council on September 23. 1985 adopted
Ordinance ~o. 1193 which established a Specific Plan
Regulation Zone and Specific Plan criteria and
procedure which were applied to this site and became
effective November 13. 1985; and
WHEREAS,
pursuant to Ordinance No. 1193 City staff
forward to the Planning Commission a completely
Specific Plan for which an Expanded
StudyjXegative Declaration was prepared; and

WHEREAS, duly noticed public hearings were held before the
Planning Commission on July 2 and July 16, 1986
concerning Z.T.A. 4-85, after which the Planning
Commission determined that the revised Specific Plan
could not result in substantial or significant negative
environmental impacts; and
WHEREAS. the revised State Lands Specific Plan contains numerous
development standards which provide precise design
guidelines, along with regulatory mechanisms to
facilitate future development of this site as a high
quality "gateway" hotel complex; and
WHEREAS. the Planning Commission of the City of Seal Beach
desires to adopt an appropriate planning mechanism to
implement the land use component of the Seal Beach
local Coastal Plan. consistent with Chapter 3 of the
California Coastal Act of 1976.

~OW. THEREFORE, BE IT RESOLVED that the Planning Commission of
the City of Seal Beach does hereby approve and recommend to the
City Council approval of the revised State Lands Specific Plan
attached hereto as Exhibit A, with the folloocing revisions:
1. Page 11 - 1C would become 1B
Page 11 - 1B would become 2A
Page 11 - 2A would become 2B
Page 11 - 2B would become 2C
Page 11 - 2C would become 2D
2. Page 11 - 2D would be changed to "Recreational and open
space uses shall be developed on the site and shall be
available to the public through an agreement with the
Redevelopment Agency.
3. Page 1 of Section 1B should be deleted as irrelevant.
4. Page 12. item B, should read "developed to City standards
under a long-term lease with the State Lands Commission to
the satisfaction of the City of Seal Beach.
5. Section 4, General Xotes and Conditions should be amended to
include "the developer of subject property shall be
responsible for any upgrading of the infrastructure required
to support development of the site."
PASSED, APPROVED A~D ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on August 20, 1986
by the following vote:
