A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH APPROVING VARIANCE 10-86. A REQUEST TO
REPLACE AN EXISTING ONE-STORY OFFICE BUILDI~G WITH A
TWO-STORY GENERAL OFFICE BUILDING WITHOUT PROVIDING THE
REQUIRED LANDSCAPI~G THROUGHOUT THE COMMERCIAL CENTER

THE PLANNI~G COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS. an application was duly filed by Century ~ational
Properties. Inc. :and
WHEREAS. a duly noticed public hearing was held on July 9. 1986:
and
WHEREAS.

WHEREAS. the subject site contains approximately 1.5 acres. and
has approximately 244 feet of frontage on St. Cloud
Drive., and a depth of 244 feet: and
WHEREAS. the site contains a 5,300 sq. ft. financial office
building surrounded by several retail-commercial
buildings in the C-2 (General Commercial) Zone: and
WHEREAS. the surrounding land uses and zoning are as follows:
North and South Single family residences located in
the community of Rossmoor in the unincorporated
territory of the County of Orange.
West - ~ultiple family residences located in the R.H.D.
(Residential High Density) .Zone of the City of Seal
Beach.
East - A mixture of open space utilized for the most
part as a golf course in the R-G Zone. retail
commercial uses in the C-1 zone. and residential uses
in the City of Los Alamitos; and

WHEREAS. the applicant is specifically requesting to remove an
existing.5.300 sq. ft. savings and loan office and
17.400 sq. ft. of landscaping. and to construct a
34.500 sq. ft. general office building, The proposal
would remove approximately 6.000 sq. ft. of landscaping
to accommodate the proposed building, while replacing
this 6.000 sq. ft. of landscaping elsewhere within the
Rossmoor Center; and
WHEREAS. Section 28-1402 of the Seal Beach Municipal Code
requires 10% of the Rossmoor Business Center to be
landscaped. This results in the following landscaping
shortfall.

WHEREAS. on November 20. 1985. the Planning Commission approved
Variance 12-85 calling for 11,282 sq. ft. of
landscaping for the Lucky supermarket in the Rossmoor
Center. That area represented 6.56% of the total
landscaping required, a proportion equal to the
percentage of the Center's required parking demanded by
Lucky; and
WHEREAS. using the same methodology, the following data
establishes the portion of landscaping which would be
required of applicant:

WHEREAS. the applicant has proposed to fully replace the
landscaping that will be lost on the immediate site.
Plans submitted by the applicant show approximately
11.400 square feet of landscaping in the area of the
proposed office building and approximately 6,000 square
feet in the parking areas located northeast and west of
Lucky; and

El~n. The landscaping replacement plan proposed by the
applicant would provide new landscape planter areas in
the Rossmoor Business Center and would not increase the
Rossmoor Center's landscaping shortfall; and

site is located in the Rossmoor Center, which has a
landscape shortfall in excess of 80,000 square feet, it
would be unreasonable to expect an individual tenant to
bear the responsibility of bringing the entire center
into conformance with landscaping requirements; and

The 18,000 square feet of landscaping proposed by the
applicant exceeds the amount required by the formula
established by the Planning Commission in granting
Variance 12-85 for Lucky. Moreover. the plans
submitted represent a reasonable incremental approach
to bringing the Rossmoor Center's landscaping up to
current standards.
~OW, THEREFORE BE IT RESOLVED that the Planning
Commission does hereby approve Variance 10-86. subject
to the following conditions:

detailed landscaping/irrigation plans approved by
the Director of Development Services. prior to
occupancy of the new office building.
4. Trash dumpsters and transformers shall be
completely enclosed with six foot high decorative
masonry walls and screened with densely planted
shrubs, as approved by the Director of Development
Services.
5. Prior to installation of anyon-site signs.
detailed plans for all proposed signs shall be
submitted for review and approval by the Director
of Development Services. All such signs shall
conform to the Planned Sign Program for the
Rossmoor Business Center.
