RESOLUTION NUMBER 1436
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING AND RECOMMENDING TO
CITY COUNCIL APPROVAL OF TENTATIVE PARCEL MAP 86-280
(BIXBY OLD RANCH BUSINESS PARK)
WHEREAS, an application was filed by the Bixby Ranch Company,
911 Studebaker Road, Long Beach, California, for
Tentative Parcel Map 86-280; and
WHEREAS, a duly noticed public hearing was held in September 17,
1986; and
WHEREAS, the subject property is described as an 18.3 acre
parcel located at the northwest corner of Seal Beach
Boulevard and the San Diego (I-405) Freeway; and
WHEREAS, the applicant proposes to subdivide the subject
property into seven parcels for the following uses:
Parcel 1 11.7 acres office complex
Parcel 2 0.7 acres power plant
Parcel 3 1.6 acres restaurant
Parcel 4 1.6 acres restaurant
Parcel 5 0.2 acres as specified in landscape
plan
Parcel 6 2.3 acres access road
Parcel 7 0.2 acres as specified in site
plan; and
WHEREAS, on August 25, 1980 the City Council adopted Resolution
Number 2994 approving Tentative Parcel Map 80-1001 for
the subject property. Tentative Parcel Map 80-1001 has
since expired; and
WHEREAS, on January 29, 1985 a majority of the electorate of the
City of Seal Beach approved Proposition A, adopting the
City of Seal Beach Bixby Old Ranch Business Park
Specific Plan for the subject property (Ordinance
Number 1170); and
WHEREAS, an initial study has been prepared on this project,
which shows that no adverse environmental effect will
occur, therefore a Negative Declaration is recommended
in compliance with the provisions of the California
Environmental Quality Act (Sec.15153); and
WHEREAS, the Planning Commission makes the following findings
regarding Tentative Parcel Map 86-280:
1. The proposed Tentative Parcel Map is consistent
with the Bixby Ranch Business Park Specific Plan
for the subject property, and with the City's
General Plan and land use policies.
2. The design and improvement of the proposed
subdivision is consistent with the Bixby Old Ranch
Business Park Specific Plan and the City's General
Plan.
3. The site is physically suitable for the proposed
development.
4. The site is physically suitable for the proposed
density of development.
5. The design and improvement of the proposed
subdivision is not likely to cause substantial
environmental damage.

NOW, THEREFORE BE IT RESOLVED that the Planning Commission does
hereby approve and recommends to the City Council approval of
Tentative Parcel Map Number 86-280 subject to the following
conditions:
1. All conditions of the Seal Beach Bixby Old Ranch
Business Park Specific Plan (Ordinance No. 1170)
are hereby incorporated as conditions of approval
for this map.
2. Irrevocable access agreements shall be required
for ingress and egress for all lots not adjacent
or receiving access to a public ri~ht-of-way.
3. All conditions of Parcel Map 80-1001 are hereby
incorporated as conditions of approval for this
map.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting held on the 17th day of
September, 1986, by the following vote:
