RESOLUTION NUMBER 1486 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH RECOMMENDING APPROVAL OF TENTATIVE PARCEL MAP 87-132 TO THE CITY COUNCIL (222 7~ STREET) THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, on December 10, 1987, Wayne and Darlene Shaddox submitted applications for Conditional Use Permit 15-87 and Tentative Parcel Map 87-132 to the Department of Development Services; and WHEREAS, the applicants are requesting to convert three existing apartment units at 222 7th Street to condominium units; and WHEREAS, the subject property is regular in shape and topography, measuring 5875 square feet (50' x 117.5'); and WHEREAS, the subject property is located on the east side of 7th Street approximately 310 feet south of Electric Avenue; and WHEREAS, the subject property is zoned Residential High Density (RHO); and WHEREAS, the General Plan designation for the subject property is High Density Residential; and WHEREAS, the breakdown of the project is as follows: UNIT A: Floor Area: Parking: Un it Type: 2,234 square feet Two standard spaces, access from 7th Street Five bedroom, three bath UNIT B: Floor Area: Parking: Unit Type: 1,066 square feet Two standard spaces, access from alley Two bedroom, one and one-half bath UNIT C: Floor Area: Parking: Unit Type: 1,070 square feet Two standard spaces, access from alley Two bedroom, one bath; and WHEREAS, the subject property and the improvements upon it meet all of the development standards for condominium conversion in the RHO zone and the General Plan designation of the RHO; and WHEREAS, on January 20, 1988 the Planning Commission adopted Resolution Number 1485 approving Conditional Use Permit 15-87 subject to eleven (II) conditions to ensure the correction of building problems and compliance with Public Works standards; and ! , . . pag e 2 Resolution 1486 City of Seal Beach WHEREAS, WHEREAS, WHEREAS, Tentative Parcel Map 87-132 was submitted to the Police Department, the Recreation Department and the Orange County Fire Department for review and comment, with responses returned by Recreation and Fire; and a duly noticed Public Hearing was held on January 20, 1988; and the P 1 an n i n g Co mm i s s ion make s the f 0 11 0 win g fin din g s regarding Tentative Parcel Map 87-132: 1. Tentative Parcel Map 87-132 is consistent with the City's General Plan and land use policies. 2. The design and improvement of the subdivision is consistent with the City's General Plan. 3. The site, a flat, regular-shaped property, is suitable for the proposed condominium conversion. 4. The site is physically suitable for the density of the proposed conversion, as the three units proposed comply with the density permitted in the RHO zone as stated in Ordinance Number 1261. 5. The design and improvement of the condominium conversion is not likely to cause substantial environmental damage, as the conversion is categorically exempt from the provisions of the California Environmental Quality Act. 6. The proposed condominium conversion, as conditioned, is not likely to cause serious public health problems. NOW, THEREFORE, BE IT RESOLVED THAT THE Planning Commission does hereby recommend approval of Tentative Parcel Map 87-132 to the City Council subject to the following conditions: 1. Tentative Parcel Map 87-132 is hereby approved for the conversion of three dwelling units at 222 7th Street to condominiums. 2. Approval of Tentative Parcel Map 87-132 is subject to compliance with all conditions attached to Conditional Use Permit 15-87.
