HomeMy WebLinkAboutPC Res 1491 - 1988-02-03 e e , I RESOLUTION NUMBER 1491 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING CONDITIONAL USE PERMIT 19-87, A REQUEST FOR A PLANNED SIGN PROGRAM IN CONJUNCTION WITH AN OFFICE BUILDING (12501 SEAL BEACH BOULEVARD). THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS; on December 30, 1987, Gibbons Corporation submitted an application for Conditional Use Permit 19-87 to the Department of Development Services, and WHEREAS; the applicant is requesting approval of a planned sign program for a new multiple tenant office building, and WHEREAS; the office building is located on a 1.4-acre, independent parcel within the Rossmoor Business Center near St. Cloud Drive, and WHEREAS; the surrounding land uses and zoning are as follows: North, East and West - A located in the Rossmoor (General Commercial) Zone; mixture of commercial uses Business Center in the C-2 South Single family homes in Rossmoor, an unincorporated community in the County of Orange, and WHEREAS; the subject property an office building of for which no major date, and is currently being developed with approximately 32,000 square feet. tenants have been identified to WHEREAS; this planned sign program is required for the office building by Planning Commission Resolution Number 1427, and because Section 28-l804(e) of the Code of the City of Seal Beach restricts typical commercial signing to one sign per building face, and WHEREAS; the planned sign program provides enough flexibility to allow the additional signs required by individual tenants, while acknowledging the objectives of the City's standard sign regulations, and WHEREAS; a planned sign program may be approved only if the following findings are made: 1. The proposed signing is consistent with the intent of this article [Article 18, Sign provisions] and the general plan. 2. Number of anchor tenants; and WHEREAS; the Planning Commission held a duly noticed public hearing on Wednesday, February 3, 1988; and WHEREAS; the Planning Commission makes the following findings: 1. The proposed signing for the office building at 12501 Seal Beach Boulevard is consistent with the intent of the City's sign regulations as the number of signs and their square footage does not exceed the limitations on multiple tenant commercial activities under Article 18 of the Code of the City of Seal Beach. 2. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve Conditional Use Permit 19-87 subject to the following conditions: 1. Conditional Use Permit 19-87 is hereby approved for a planned sign program in conjunction with an office building at 12501 Seal Beach Boulevard. 2. The location and design of all signs shall conform to the guidelines stated in Exhibit A, attached, and the plans approved by the Planning Commission. 3. Major tenant sign colors shall be limited to blue, white, red, green or black. The use of one of these colors is preferred. The introduction of additional color to a logo symbol shall be permitted only when essential to the readability of the symbol and shall be limited to one contrasting color, preferably gold or yellow. Typical tenant sign colors shall be white or stainless steel. 4. Notwithstanding this approval, sign copy procedures shall be as outlined in Article 18 of the Code of the City of Seal Beach. and permitting of Chapter 28 5. Building Identification Sign One monument sign with two faces identifying the building shall be permitted in the location shown on sheet 1.04 of the sign plans approved by the Planning Commission (northeast corner of building). Material: Brick veneer with concrete base or metal panel with concrete base. Brick veneer to match Summit f75lC-Misty Profile and Summit #758 Winter Sky. Metal panel to match Frazee #5464D-Legend Letter & Logo: Size and type to be uniform consistent for both sign faces. in style and Illumi- nation: Size: Internally or externally lighted. Not to exceed sixty (60) square feet or five (5) feet in height. 2. Major Tenant Signs One major tenant sign shall be permitted on each building face, to be placed in the locations shown on sheets 3.01 and 3.02 of the sign plans approved by the Planning Commission. Material: Metal or plexiglass Letter & Logo: Size and type to be uniform in style and consis~ent for all major tenant signs. Letters shall be channelized. Typical Tenant Signs One sign for each additional tenant to be placed above windows as shown on sheets 3.01 and 3.02 of the sign plans approved by the Planning Commission. Material: Sign ban - metal panel (existing) Letter - plastic or metal finish Sign ban - match Frazee #5464D-Legend Letter - to be selected from color choices Letter & Logo: Size and type to be uniform in style and consistent for all typical tenant signs. Letters shall be channelized. Illumi- nation: Back illumination or surface applied letter on metal sign ban. Size: Not to exceed 10" by 12' - 0" (10 square feet) each. 4.
