RESOLUTION NUMBER 1508
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SEAL BEACH
APPROVING CONDITIONAL USE PERMIT 5-88,
A REQUEST TO PERMIT THE REMODEL OF AN EXISTING
SERVICE STATION AT 13980 SEAL BEACH BOULEVARD
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, on May 11, 1988, Stan Iverson submitted an application
for Conditional Use Permit 5-88 to the Department of
Development Services; and
WHEREAS, the applicant is requesting the remodel of an existing
service station at 13980 Seal Beach Boulevard in the
C-2 zone; and
WHEREAS, the property has no existing approved CUP for the
construction or remodel of the service station; and
WHEREAS, the subject property is a 16,714 square foot lot,
with approximately 130 linear feet of frontage on
westminster Boulevard and Seal Beach Boulevard; and
WHEREAS, the property is non-conforming due to inadequate
setbacks and substandard lot size, requiring a
variance from the provisions of the zoning ordinance,
and such variance has been filed by the applicant
(Variance 5-88) and has been addressed by the Planning
Commission in Resolution 1509; and
WHEREAS, the surrounding land uses and zoning are as follows:
North and West - The Leisure World Shopping Center,
zoned C-1, surrounds the service station.
South A mixture of small retail shops and
restaurants, and a service station.
East - The Seal Beach Naval Weapons station; and
WHEREAS, the applicant proposes, via CUP 5-88, to remodel the
existing service station by adding a new 28'6" by 24'0"
single lube bay, including office and storage, to
extend the islands to 28' in length, to install a
mansard around the existing canopy and main building,
to install a new masonry block wall refuse enclosure,
to maintain the Spanish architectural look of the area,
to reconstruct and increase the percentage of
landscaping, and to adopt a comprehensive sign program;
and
WHEREAS, this project is categorically exempt from the
requirements of the California Environmental Quality
Act (California Administrative Code section 15301); and
WHEREAS, a duly noticed public hearing was held on Wednesday,
June 15, 1988; and
WHEREAS, the Planning commission makes the following findings:
1. The proposed project is in full conformance
with the provision of the General Plan of the
City of Seal Beach.

2. The proposed project will be an asset to the
area, improving the appearance of the structure,
increasing landscaping and creating a uniform sign
program.
3. The proposed project meets the intent of the
service station regulations of the zoning Code,
making the use compatible with the surrounding area
and community as a whole.
4. Due to its high visibility on a ~ajor arterial,
the request will present a positive 1mage of the city
by improving the appearance of the use.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of
the City of Seal Beach does hereby approve Conditional Use Permit
5-88, sUbject to the following conditions:
1. That future submittals of construction plans shall be in
substantial conformance with the site plan and elevations
attached with this application and presented to the Commission.
2. The owner shall submit exterior materials and colors for
Planning Department review and approval prior to building permit
issuance.
3. The owner shall be responsible for the construction,
reconstruction or replacement of any missing or damaged public
improvements, including street trees.
4. The owner shall replace or repair damaged asphalt or concrete
drive areas on-site.
5. Displays of merchandise shall not be located further than
five feet (5') from the service station building.
6. All lighting shall be designed and located so as to confine
direct rays to the subject property.
7. Vehicle repairs and adjustment, and all related activities,
other than the sale of motor fuels and services incidental to
such sale of motor fuels, shall be prohibited outside of the main
building.

9. A sign permit shall be required before any signs can be
constructed. A final sign plan is required for Planning
Department review and approval and shall be in substantial
compliance with the approved sign plan. Price boards shall be
limited to a size of twelve (12) square feet, with a total of
four (4) sign faces. All illegal or non-conforming signs shall
be removed prior to sign permit issuance. Price boards may be
increased to fifteen (15) square feet upon the adoption of a zone
text amendment permitting this increase.
