RESOLUTION NO. 1521
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF SEAL BEACH APPROVING
CONDITIONAL USE PERMIT 11-88, A REQUEST
FOR AN OFF-SALE BEER AND WINE LICENSE IN
CONJUNCTION WITH A NEW RETAIL BUSINESS
TO BE KNOWN AS THE CONNOISSEUR, LOCATED
AT 330 0 MAIN STREET
WHEREAS, a duly noticed Public Hearing was held on
October 5, 1988.
WHEREAS,

WHEREAS, the applicant is requesting approval of a new
Conditional Use Permit for an off-sale beer and wine
license in conjunction with a retail business in a
commercial center under construction at 330-332 Main
Street.
WHEREAS, the subject property is located on Main Street and is
currently under construction. When complete, the
center will contain 3840 square feet of retail floor
area and 3050 square feet of office space. Parking on
the site will be accommodated by 25 parking spaces to
the rear of the center. Anticipated date of completion
is December 1988.
WHEREAS, the surrounding land uses and zoning are as follows:
North:
C-1, General Commercial currently developed
with the Bay Theater.
South:
C-1, General Commercial, developed
accordingly.
RHO, Residential High Density developed with
multiple dwelling units.
East:
C-1, General Commercial developed
accordingly.
WHEREAS, the proposed hours of operation are 9:00 a.m. to
10:00 p.m. Monday through Sunday.
West:
WHEREAS, the applicant is specializing in personalized gifts of
wine. Sales will be primarily boxed and packaged gift
packs containing wine and other gourmet food items.
NOW THEREFORE BE IT RESOLVED that the Planning Commission of the
city of Seal Beach does hereby approve Conditional Use Permit
11-88 subject to the following conditions.
1. CUP 11-88 is approved for an off-sale beer and wine license
at 330 0 Main Street, and is issued to William and June Pryor.
2. All alcoholic beverages sold in conjunction with the store
shall be for off-site consumption only.
3. No video games or similar amusements shall be permitted on
the premises.
4. There shall not be advertisement of alcoholic beverages in
the window areas in regard to signage. Display of product is
acceptable.

5. Conditional Use Permit 11-88 is non-transferrable.
6. The applicant shall comply with any and all restrictions
placed on the beer and wine license by the Department of
Alcoholic Beverage Control.
7. Conditional Use Permit 11-88 shall be approved for a period
of one year at which time the Planning Commission may consider
extending the permit indefinitely, provided that all conditions
of approval have been satisfied, and no significant police
incidents have occurred.
8. with the applicant's consent, the hours of operation shall be
9:00 a.m. to 10:00 p.m. Monday through Sunday.
PASSED, APPROVED AND ADOPTED by the Planning commission of Seal
Beach at a meeting held on the 5th day of October 1988, by the
following vote:
AYES: Commissioners Sharp, Rullo, Fife, Suggs, Jessner.
NOES: Commissioners
ABSTAIN: Commissioners
ABSENT: Commissioners
