A RESOLUTION OF THE SEAL BEACH PLANNING
COMMISSION APPROVING AND RECOMMENDING TO
CITY COUNCIL ADOPTION OF ARCHITECTURAL
COMMITTEE, PROCEDURES AND GUIDELINES FOR
TRACT 9814.
WHEREAS, Ordinance No. 1012 approving PUD-I-77 included the provisions
for an Architectural Committee for the Tract; and

WHEREAS, Ordinance No. 1012 provides for the Planning Commission to
review the Architecutral Committee procedures and guidelines
and report it's findings to City Council; and
WHEREAS, the Planning Commission reviewed the proposed Architectural
Committee, Procedures and Guidelines and would recommend
adoption with the following changes:
1. Inclusion of an appeal procedure to the Planning
Commission.
2. Recommend the Committee be composed of three members
(one resident of Bridgeport, one Planning Commissioner,
and one Staff member).
NOW, THEREFORE BE IT RESOLVED that the Planning Commission does hereby
approve and recommend to City Council adoption of the Architectural
Committee, Procedures and Guidelines with the above changes.
PASSED AND APPROVED on November 16, 1977 by the following vote:

ARCHITECTURAL COMMITTEE
PROCEDURES AND GUIDELINES
FOR TRACT NO. 9814
Section 1. Creation and Purpose
A. The Architectural Committee is created pursuant to the provlslons
of Ordinance 1012 adopted by the Seal Beach City Council and the
Declaration of Covenants, Conditions, Restrictions, Reservations
and Easements for Tract No. 9814.
B. The purpose of the Architectural Committee is to review plans for
construction or alterations of buildings to insure compatibility
of the external design of structures in the tract, and surrounding
tracts, for the benefit of all residents and the general welfare
of the community.
C. The Architectural Committee shall be comprised of three members
appointed by the Mayor of the City of Seal Beach. In the event
of death, resignation or removal by Declarant, a replacement will
be appointed to the Committee. Until such appotntment is made,
the remaining member or members shall have full authority to act.
D. The Committee may appoint a Chairman who shall serve for a period
of one year. If the Chairman resigns or vacates the Commission,
a new Chairman may be appointed.
. Section 2. Duties
A. Prtor to the construction, erection, placement or alteration of
any building, wall, fence, tent, pipe, conduit, swimming pool,
plumbing fixture or structure on any lot within the tract, written
approval must be provided by the Architectural Committee concerning
the conformity of the external design with existing structures in
the tract and surrounding tracts.
B. Two sets of plans shall be submitted to the Architectural Committee
for their review. These plans shall be drawn to scale and shall
include a plot plan, floor plans and elevations. The elevations
shall show the types of materials used on the exterior of the
buildings and the colors of said materials in their finished form.
Speciffcattons may also be required if it is determined appropriate.
C. Within 30 days of submission, the Architectural Committee shall in
wrtttng approve, conditionally approve, or deny any request. In
the case of an adverse decision, plans may be revised and
resubmttted to the Architectural Committee. If plans are revised
and resubmitted, th~ Committee shall approve, conditionally
approve or deny the revised plans within 30 days.
An alternative to revising the plans would be to appeal an adverse
decision to the Planning Commission and the Planning Commission's
decision will be final and conclusive.

Section 3. Guidelines
A. It is intended that the external design of units within the tract
be compatible with one another and complementary to the structures
in the surrounding tracts, commonly known as Bridgeport. Therefore,
it is desirable to:
(1) Use stucco, wood and brick on the exterior walls of the
buildings.
(2) Use tile or shake shingles on the roofs.
(3) Use earthtones and pastel colors on the exterior of the
buildings.
