RESOLUTION 1137
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
RECOMMENDING TO CITY COUNCIL THAT A 60 DAY MORATORIUM
BE PLACED ON CONVERSIONS OF APARTMENTS TO CONDOMINIUMS
AND CONSTRUCTION OF NEW CONDOMINIUMS.

WHEREAS, in the last eight months the City has approved 'apartment
conversion to condominium requests involving 347 units; and
WHEREAS, presently, applications are before the City for both conversions
and new construction condominiums totaling 13 units; and
WHEREAS, sufficient information is not available to assess the long term
impacts on the City of this trend toward apartment conversions
to condominiums and new construction; and
WHEREAS, the Planning Commission is of the opinion that the following
subjects need to be studied and evaluated prior to approving
additional condominium units in the City:
1. Long range impact of condominium construction and
conversion of rental units in the City.
2. Desired mix of single family dwellings, condominiums
and rental units in'the community.
3. Evaluation of the impact of providing housing for
all economic segments of the community.
4. Re-evaluation of in lieu park fees in consideration
of the above noted items.
5. Impact of construction or conversion of small condominium
projects.
NOW THEREFORE, BE IT RESOLVED that the Planning Commission does hereby
recommend to City Council that a 60 day moratorium be imposed on the
processing of all Tentative Tract Maps for multiple family developments
including conversions of existing multi-family units to condominiums as
well as any new construction on condominiums in order to allow time
for the study of the impacts of such projects.

AYES: Knapp, Ripperdan, Cook, Covington

ABSENT: Lanning
