RESOLUTION NO. 1148
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
REPORTING TO THE CITY COUNCIL FINDINGS AND
RECOMMENDATIONS REGARDING CONVERSION OF EXISTING
APARTMENTS INTO CONDOMINIUMS AND CONSTRUCTION OF
NEW CONDOMINIUMS.
on May 17, 1978, by Resolution No. 1137 the Planning Commission
requested that the City Council impose a 60 day moratorium on
the conversion of apartments into condominiums and construction
of new condominiums in order to allow the Planning Commission
to study the long range effects of construction and conversion
on rental units in the City; and
on May, 22, 1978, the City Council adopted urgency ordinance
No. 1037, imposing a 60 day moratorium and directed the Planning
Commission to conduct a study and report their findings and
recommendations to City Council; and
WHEREAS, the Planning Commission held two duly advertized Public Hearings
to receive public comments on June 21, 1978 and July 5, 1978; and

WHEREAS, using the best available data, the Planning Commission studied
the following subjects:
1. The long range impact of condominium construction and
conversion on rental units in the City.
2. The impact of retaining low and moderate income housing
in view of the requests for conversion of apartments
to condominiums.
3. The impact of construction or conversion of small
condominium projects.
4. The in lieu park fee schedule for conversion of apartments
to condominiums.
5. The desired mix of single family units, condominiums and
apartment units in the City; and
WHEREAS, the Planning Commission reports the following findings to City
Council:

Approximately 4% of the existing apartment units in the
Coastal District of the City are suitable for conversion
to condominiums.
All units suitable for conversion are of recent construction.
No low and moderate price rental units are suitable for
conversion.
There are no demonstratible negative effects from the
conversion or construction of small projects.
The Planning Commission is of the opinion that additional
study is needed on the subject of in lieu fees for
conversion of units to condominiums and the Commission will
continue this study.
The Planning Commission recognizes that the desired mix
of single family units, condominiums and apartment units

in the City, is a policy decision which needs further study
prior to making recommendations.
NOW, THEREFORE, BE I~ RESOLVED that the Planning Commission does hereby
report its findings to City Council and recommends that Ordinance No. 1037
not be extended by the City Council.
