RESOLUTION NO. 1159
.
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
MAKING RECOMMENDATIONS TO CITY COUNCIL ON DENSITIES
IN .'THE COASTAL DISTRICT IN THE CITY.
WHEREAS, on May 22, 1978, City Council imposed a 180 day moratorium on
residential construction in excess of 20 units per acre in the
Coastal District of the City; and
WHEREAS, Ordinance No. 1038, imposing the moratorium was adopted in order to
allow time to study the effects of permitting higher densities in
the area; and
WHEREAS, the Planning Commission held public hearings on July 5th and
August 2nd to receive public comments and hear testimony on
July 19th during a regular Planning Commission meeting; and
WHEREAS, the vast majority of the 150 persons who attended the three
meetings were in favor of limiting densities in the Coastal
District to 20 units per acre in order to protect the quality
of life in this area and to encourage construction and maintenance
of single family residences; and
WHEREAS, the Planning Commission makes the following findings:

1. Existing public:facilities are adequate to handle a higher
density than 20 units per acre.
2. The parking problems in the Coastal District are caused
by many factors, not simply density.
3. Declining enrollment in the Seal Beach School District is
not directly attributable to the type of residential
development in the area.
4. Lower densities in the Coastal District should protect the
quality of life in the area.
5. The decision on permitted densities in the Coastal District
is a policy decision which should be based, in part, on the
wishes of th6se people residing in the area; and
WHEREAS, based on the expressed desires of the majority of the people
testifying to limit densities in the Coastal District to 20
units per acre, the Planning Commission does hereby recommend
to City Council that densities be limited to 20 units per acre.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission does hereby
transmit to City Council a copy of all reports and communications on the
subject of densities in the Coastal District and does recommend to City
Council that densities be limited to 20 units per acre in the Coastal
District.
