". . . e e RESOLUTION NO. 1160 A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION RECOMMENDING TO CITY COUNCIL A PARKING ENCROACHMENT PROGRAM TO IMPROVE THE PARKING SITUATION IN THE COASTAL DISTRICT. WHEREAS, the public safety is being threatened by encroachment of vehicles, boats and other objects into the public right- of-way; and WHEREAS, the same encroachment increases the cost of garbage collection by impeding free access; and WHEREAS, legal use of garages for parking is often discouraged because entry and exit are either inhibited or blocked. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby request that the City Council: 1. Direct the Department of Public Works to stripe all alleys to legal widths. 2. Direct the Traffic Division of the Police Department to vigorously enforce this section of the City Code by citing violators. 3. Direct the Traffic Division of the Police Department to cite vehicle owners who impede pedestrian right-of-way by parking vehicles on and across public sidewalks.
