RESOLUTION NO. 1162
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
ADOPTING POLICIES FOR CONVERSION OF APARTMENTS TO
CONDOMINIUMS AND FOR CONDOMINIUM CONSTRUCTION AND
REPEALING POLICY RESOLUTION NO. 1065.
WHEREAS, on May 4, 1977, the Planning Commission adopted Resolution
No. 1065 dealing with apartment conversions to condominiums;
and

WHEREAS, in 1978, the Planning Commission conducted a study of apartment
conversions to condominiums and construction of small condominium'
projects during a 60 day moratorium imposed by City Council;
and
,
WHEREAS, the Planning Commission was of the opinion that more complete
policies on both construction of condominiums and conversion
of apartments to condominiums should be adopted by the City.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby
adopt the attached policies shown as Exhibit "A" and made a part of this
Resolution by reference.
BE IT FURTHER RESOLVED that the Planning Commission does hereby repeal
Resolution No. 1065.

1. Statement of Policy
The City of Seal Baach har~bJ establishas a policy of requtrjn~ propertl~s to
be upgraded as a condItio:: of approving the conversion of rental units into
condominiums. In orde~ to insure that proparties are upgraded. the following
minimu:n conditions are required:
8. Full house inspe=ticn prior to su~missicn of a tentative
tract map. A list of nll deviations from the une shall be
providad to the Pla~ning C~~ission.
b. Compliance with the City's on site parking requirecents.
c. :t-:ach unit to b; c.:';-~':c::rtt':d or built shall havE' a miniclum
floor a~ea of ;50 sq. ft.
d. No low or moderate inc~ne rental units may be converted
unless repl2ce~c~t u~its are available.
2. Review of Project

Physical design of the project.
Density and intansicy of the project.
Compliance with current Zoning Standards.
Amenity features in the project.
Private storage for each unit.
Utility metering a~d utility lines.
Separate hot ~atar heaters.
Laundry facilities.
Compliance with noise transmission standards.
Provision of security locks and smoke detect.ors.
Review of CC & R's to insure that all coa~on areas will be
adequately maintained.
As a,condition of approval of a conversion of existing rental units to
condominiums, the Planning Co~~ission may i~p~se any reasonable conditions that
arc deemed necessary to in$'.lr2 the project is suitable for. conversion and is
properly upgraded.
