RESOLUTION NO. 1165
.
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
APPROVING UUP-1-78 AND RECOMMENDING TO CITY COUNCIL
AND THE REDEVELOPMENT AGENCY APPROVAL OF THE PROJECT.
.
WHEREAS, an application was duly filed by the State Lands Commission
(Bruce Conn), 400 Oceangate, Suit~ 333, Long Beach, for
Unclassified Use Permit, UUP-1-78; and
WHEREAS, the property is described as a 2.74 acre parcel of land located
at the northwest corner of Pacific Coast Highway and First
Street (Haynes Road); and
WHEREAS, the proposal is to construct a Recreational Facility on the
northerly 2/31s of the site and reserve the southerly 1/3
of the site for future recreational expansion; and
WHEREAS, the Planning Commission makes the following findings regarding
the application:
1. The project is consistent with the City's General Plan and
Zoning.
2. The project is consistent with the Redevelopment Agency
plan.
3. The project is compatible with surrounding land uses.
4. A Negative Declaration was prepared for the porject by
The State Lands Commission and adopted.
5. The facility will be open to the public for use and will
not be a private membership club.
6. The facility will provide additional needed recreational
opportunities in the area.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby
approve UUP-1-78 and recommend to City Council approval of the Unclassified
Use Permit and recommend to the Redevelopment Agency approval of the
project subject to the following:
1. Letter from the State Lands Commission indicating their
knowledge of the relocation of the building to the rear
of the site, a 201 setback from First Street (Haynes Rd)
for the building, that approximately 2/3 of the site would
be developed at this time, 1/3 of the site would be
developed in the future, State Lands does not own the property
on which a fishing platform is proposed and parking has
been increased from 20 spaces to 60 spaces (with the possibility
of additional parking). In light of these changes to
the plans, the State would affirm its Negative Declaration
on the project.
2. 20 foot setback for the building from First Street.

A. Dedicate and improve ~ of Haynes Steam Plant Road (1st St)
for the length of the property (50' is ~ road width).
Improvements include pavement, curb, gutter, sidewalk,
street1ights and landscaped median.
B. Construct water line and sewer line to serve the project.
C. Construct curb, gutter, sidewalk and streetlights on
Pacific Coast Highway ad~acent to the site.
D. Provide grading plans showing the method of drainage
on the site.
E. Provide fire hydrants at locations-specified by the
Fire Chief. The type and number and location of hydrants
to be designated by the Fire Chief.
F. All future expansion area to be landscaped. Landscaping.
plans for overall development to be submitted to Staff for
review and approval.
G. The City Engineer to determine ff a performance bond
should be required for the sidewalk along Pacific Coast
Highway (item "C" above).
