RESOLUTION NO. 1171 A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION RECOMMENDING TO CITY COUNCIL THAT ITEMS BE REFERRED BACK TO THE PLANNING COMMISSION FOR A FURTHER REPORT WHEN SUNSTANTIVE STAFF REACTIONS OR COMMENTS ARE GENERATED WHICH HAVE NOT BEEN CONSIDERED BY THE COMMISSION IN IT1S ORIGINAL DECISION. WHEREAS, the City Council has deemed it beneficial to utilize various commission in advisory capacities; and WHEREAS, the value of the advice which is forwarded is contingent largely on the information available to the commissions; and WHEREAS, reactions of City Staff have generally not been considered in most commission recommendations; and WHEREAS their perception could significantly affect both the deliberations and conclusions of these advisory bodies. . NOW, THEREFORE BE IT RESOLVED that the Planning Commission does hereby recommend to City Council that the Council adopt, as standard procedure, a policy operation which sould generally refer to the commissions for further consideration those items which stimulate substantive Staff reaction which has not previously reviewed and analyzed by the Commission.
