WHEREAS, The City of Seal Beach has participated in the Housing and Ccmnunity Developrrent Act Block Grant Program for five years as a part of Orange County's Urban County application; and WHEREAS, the City has benefited from participation in the first five years of the HCjb Program and can benefit from participation in this program during the Sixth year; and WHEREAS, the Plarming Corrmission, serving as the CP Canmittee, held HCjb information sttrly sessions on August 15, 1979, am on September 5, 1979, to receive public testinony on the success of past HCjb programs am to establish programs for the Sixth and Seventh years of the program; am WHEREAS, on September 19, 1979, the Plarming Corrmission held a Public Hearing to consider programs for funding under the HCjb program. NOW, THEREFORE BE IT RESOLVED that the Plarming Canmission does hereby recarmend to City Council the projects list in Exhibit "A" for funding under the HCjf:) Program. EXHIBIT IIN' 1. $150,000 - Mobile Home Rehabilitation and ~a~a~a Replacement Grants for ~he Seal Beach Trailer Park. The grants would benefit low/moderate income families in the Seal Beach Trailer Park. The funds would be used for upgrading substandard mobile homes to meet decent/safe and sanitary requirements of the Title 25 specs for cabana replacement. 2. $20,000 - Low/Moderate Income Housing Feasibility Study: Study as part of a three-year program to provide senior citizen and handicapped low/moderate income housing. This study would have a goal of expanding the target area to include nearby vacant land in order to provide 100-250 low/moderate cost housing units by using any available programs and funding sources. . .
