RESOLUTION NO. 1203 A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION APPROVING CONDITIONAL USE PERMIT CP-1-80 FOR ON-SALE BEER AND WINE AT 143 "B" MAIN STREET. WHEREAS, an application was duly filed by Richard McCollom and Neal Ward, 148 Main Street, Seal Beach, for CP-1-80; and WHEREAS, the property is described as a portion of Lot 43, Block 8, Tract Bay City and is more commonly known as 143 "B" Main Street; and WHEREAS, the proposal is to conduct wine and beer seminars and tastings in the rear 400 square feet of the building in the existing cooking school known as "La Bonne Cuisine," 143 "B" Main Street; and WHEREAS, the Planning Commission makes the following findings: 1. The property is substandard due to parking; 2. The applicant has made arrangements to lease three additional parking spaces in the City parking facility to meet parking requirements; 3. Old Town Wine and Spirits, 143 Main Street, will be licensed as a restaurant through the City; 4. On-site consumption of beer and wine will be limited to the rear 400 square feet of the building now occupied by "La Bonne Cuisine," 143 "B" Main Street; 5. No walk-up or bar style service will take place. All consumption shall be through a reservation basis; 6. Wine and beer tastings/classes will be limited to three evening classes per week between 6:00 p.m. and 10:00 p.m.. Any weekend classes will be limited to six hours per weekend; 7. Any revision in hours of operation shall be approved by the Planning Director prior to implementation; 8. No Alcoholic beverage consumption shall take place in any other portion of the building outside of the rear 400 square feet occupied by "La Bonne Cuisine," 143 "B" Main Street. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby approve CP-1-80, subject to the following conditions: 1. Conditional Use Permit is issued for a period of one year; renewal required at the end of one year with Commission approval; 2. Conditional Use Permit issued is non-transferrable; 3. Conditional Use Permit for on-sale beer and wine only at 143 "B" Main Street; 4. Conditional Use Permit is subject to compliance with findings (2-8) in this resolution. . . . . .e ~ ~~ .
