HomeMy WebLinkAboutPC Res 1559 - 1989-11-15 .... ~,.: .. . e RESOLUTION NUMBER 1559 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING CONDITIONAL USE PERMIT 15-89, A REQUEST TO ESTABLISH A PLANNED SIGN PROGRAM FOR A NEW COMMERCIAL CENTER LOCATED AT 1198 PACIFIC COAST HIGHWAY (ZOETER PLACE) THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, On October 5, 1989, Mark Frank of the San Pedro Sign Company filed an application with the Department of Development Services for CUP 15-89 on behalf of Zoeter Place Associates, requesting to establish a Planned Sign Program for a new commercial center located at 1198 Pacific Coast Highway, Seal Beach; and The subject property, Orange County Assessor's map book 43 block 122 parcel 35, contains approximately 116,000 square feet of lot' area; and The subject property, additionally identified as parcel 1 of Tentative Tract Map 87-131, the former Zoeter Elementary School site as purchased by the Seal Beach Redevelopment Agency in 1987; and The site is presently leased from the Redevelopment Agency by Zoeter Place Associates, the petitioner of this request; and Specifically, the applicant is requesting to institute a comprehensive Planned Sign Program for the site (see Attachments A and B) as permitted in Section 28-1803 of the Code; and The surrounding land use and zoning are as follows: NORTH Across Pacific Coast Highway is the Seal Beach Center in the Service Commercial zone, (C-l). SOUTH The City-owned Zoeter athletic facility in the Public Land Use zone, (PLU) and two day care centers in City-owned buildings. EAST A mixture of single and multiple family residential uses in the Residential High Density zone (RHO) and commercial uses in the General Commercial zone, (C- 2) . WEST A church and commercial uses in the C-2 zone; and A duly noticed public hearing was held on November 15, 1989. NOW, THEREFORE BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve Conditional Use Permit 15-89, subject to the following conditions: 1. Conditional Use Permit 15-89 is approved to establish a Planned Sign Program for a commercial retail center at 1198 Pacific Coast Highway, Seal Beach. (Zoeter Place) . . ~ 0 " .... The sign for the east side of Suite B2 as identified in Attachment A shall be a channel sign and may in no instance exceed 75% of the lineal footage of the suite. Additionally the letters for said sign may not exceed twenty-four (24) inches in height. 3. No awning sign may have a copy area in excess of 75% of the lineal footage of the face of the suite it serves. 4. The color of signage for all awning signs, circular single face wall signs and tenant signs located on either of the two monument signs shall be subject to the same restrictions as those set forth for channel signs in attachments A and B namely: Green, Yellow, Aqua Blue, Red, Medium Blue and Orange. Special colors will similarly be subject to Lessor's approval. 5. The copy area for any awning sign shall not exceed a maximum of fifteen (15) lineal feet. 6. Prior to the issuance of a building permit, all proposed signage shall meet the building requirements as set forth in the Uniform Building Code and the Code of the City of Seal Beach, all applicable fire codes and additional requirements as set forth in Attachment B. 7. All proposed signage shall be in substantial compliance with the Planned Sign Program as approved through Resolution 1559. 8. Any amendments to this Planned Sign Program shall be subject to reconsideration and the approval of the Planning Commission. 9. The sign area of the two monument signs shall not exceed thirty-eight (38) square feet, and the determination of whether to utilize awning signs along the western side of Building A shall be at the discretion of the applicant.
