RESOLUTION NO. 1227
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
APPROVING AND RECOMMENDING TO CITY COUNCIL ADOPTION
OF AMENDMENTS TO THE LAND USE ELEMENT, OPEN SPACE/
RECREATION/CONSERVATION ELEMENT AND CIRCULATION
ELEMENT TO THE GENERAL PLAN
WHEREAS, the City's General Plan was adopted from 1973 through 1977 by the
approval and adoption of separate elements; and
WHEREAS, a portion of the area covered in the General Plan was annexed in
1975; and
WHEREAS, this annexed land was vacant at time of annexation, with the except-
tion of oil production; and
WHEREAS, for the past two years the City has been working with a private
planning consulting firm to prepare a development plan for approximately
225 acres of land annexed in 1975; and
WHEREAS, after extensive research into physical, economic and social factors
relating to site constraints, ten plans were prepared, evaluated
and rejected for various reasons; and

WHEREAS, the proposal to develop the site through the Specific Plan process
requires amendments to the Land Use Element, Open Space/Recreation/
Conservation Element and Circulation Element of the General Plan; and
WHEREAS, on May 20,1981, the Planning Commission conducted a public hearing
on these proposed amendments to the General Plan; and
WHEREAS, the proposed amendments were found to be internally consistent and
consistent with the proposed Hellman Specific Plan.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby approve
and recommend that the City Council adopt the attached proposed amendments to
the Land Use, Open Space/Recreation/Conservation and Circulation Elements to
the General Plan.
