RESOLUTION NO. 1228
A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION
APPROVING AND RECOMMENDING TO CITY COUNCIL ADOPTION
OF THE HELLMAN SPECIFIC PLAN
WHEREAS, the City and a private planning consulting firm have been cooperating
for approximately two years to prepare a developmen~ plan for approxi-
mately 225 acres of vacant land known as the Hellman property; and
WHEREAS, the City has determined that this site would best be developed through
the Specific Plan process; and
WHEREAS, the Hellman Specific Plan was prepared for this site in accordance
with site constraints, City planning objectives, California State
planning law and City procedures; and
WHEREAS, the Hellman Specific Plan is consistent with the City's General Plan
as proposed for amendment to the City Council; and
WHEREAS, the Hellman Specific Plan contains a variety of housing types which
address the housing needs of all economic segments of the community;
and

WHEREAS, the Hellman Specific Plan contains open space exceeding established
City standards for parks and open space; and
WHEREAS, the Hellman Specific Plan contains a circulation system capable
of serving both the proposed development and general circulation
needs in the area; and
WHEREAS, the Hellman Specific Plan provides for the continued production of
oil in the project area.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby
approve and recommend to City Council adoption of the Hellman Specific Plan.
