RESOLUTION NO. 8
A RESOLUTION OF THE PLM~NING CO~wcrSSION OF THE
CITY OF SEAL BEACH RECO~1ENDING APPROVAL OF
TENTATIVE MAP FOR TRACT NO. 5723.
WHEREAS, in the matter of request for approval of Tentative Map
for Tract No. 5723, the Planning Commission of the City of Seal
Beach does report as follows:
Subject case was initiated by S & S Construction Co.
Subject tract area has not as yet been annexed to the City of
Seal Beach, but has been Pre-Zoned by' the city as R-1-5500.
By Resolution No. 1342 the City Council of the City of,Seal
Beach has declared its intention to annex subject area and has
stipul,ated certain terms and conditions thereot.
A staff report dated Novembef 18, 1964 containing a number of
. recommended conditions has been submitted by the City Manager,
Director of Public Works and C~ty Engineer.
WHEREAS, the Planning Commission findings are as follows:
1. The single access road provided for this tract is not a .
desirable feature, but it is hereby ~ecognize~ that it is not
feasible to develop additional access routes due to the
nature of abutting freeway, storm drain and othe..' features.
2. Front yard setback for R-l lots of 15 feet, as indlcated on
the Tentative Map, is not acceptable and is contrar, to the
requirements of the Ci~Zoning Ordinance (Ord. 628). These
requirements are: 18 feet minimum front yard setback, except
that in the case~of front attached, side-entry garages the set-
back may be a minimum of 10 feet.
3. Co~dition 20 of City Council Resolution 1342 and Condition 18
of the Staff Report both relate to construction of a concrete
block perimeter wall by the developer. However, no height is
stated. It is hereby determined that the height of said wall
shall be 6 teet.
4. The width of street of "L" Circle is inadequate for two-way
traffic plus one parking lane along its easterly side. There-
tore the width dimensions for "L" Circle shall be as follows:
(a) Rifftt-of-Way = 39 feet; (b) Curb face to curb face =
28 teet; (c) West curb face to westerly tract boundary = 3
feet. .
5. All other conditions -indicated on Tentative Map of Tract No.
5723; in City Council Resolution No. 1342; and in the afo~e~
mentioned Staff Report are found to be acceptable and correct~

NOW, THEREFORE, BE IT RESOLVED. that the Planning Commission ot the
City of Seal Beach does hereby recommend to the City Council ot the
City ot Seal Beach the approval of the Tentative Map ot Tract No.
5723, subject to the completion ot annexation and the tollowing
conditions:
1. All conditions shown on the Tentative Map tor Tract 5123, as
moditied by this resolution.
2. All conditions ot City Council Resolution No. 1342.
3. All conditions ot atorementioned Statt Report.

4. Conditions 2, 3 and 4 ot the tindings listed above.

REPORT TO PLANNING COMMISSION OF THE CITY OF SEAL BEACH
Subject:
Tentative Tract No. 5723
Dated November 18, 1964

Recommendations: All standards or design, development, and all
improvements shall conrorm to the requirements or all existing
ordinances, rules and regulations or the City' of Seal Beach
except as specirically stated in Resolution No. 1342, the
general notes and the street and lot criteria as shown on the
tentative tract map, and the rollowing conditions:
1. Structures shall be installed as determined neces-
sary by the City Engineer and the Director or Public
'Works ror 6rainage"access and/or public safety. Such
structures shall be placed to the grades and be or a
design approve4 by the City Engineer and. the Director
or Public Works.
2, Prior to approval or the rinal map by the Council,
a tract grading plan encompassing the rollowing require-
ments shall be submitted to and approved by the City ,
,Engineer and the Director or Public Works.

3. The developer or this tract shall cause no easements
to be granted or recorded over any portion or this pro-
perty between the date or approval by the. Planning
Commission and the date or recording or the rinal map.
4. Developer shall install trafric control signs.
The type and location shall be designated by the
City Enginee~ and the Director of Public Works.

5. Ueveloper shall install ornamental street lights
at locations and of a type to the satisfaction of the
City Engineer and the Director of Public Works.
6. Developer shall pay street lighting energy
charges until tract has been placed on tax roll.
7. Water shall be supplied by the City of Seal Beach.
Water main sizes and locations, and fire hydrant
locations to be approved by the City Engineer and
the Director of Public Works.
8. All improv~ments shall comply with standards and
design as specified by the City Engineer and the
Director of Public Works.
9. Concrete retaining walls or concrete block retaining
walls shall be constructed around the perimeter of the
tract at such places where grading results in a difference
of one foot or more above or below existing ground.
10. Drainage easements to be accepted by the City of
Seal Beach shall be a minimum of 10 feet in width.
11. Drainage shall be solved to the satisfaction of
the City Engineer and the Director of Public Works.
Facilities shall be constructed to the satisfaction
of the City Engineer and the Director of Public Works.
'12. . Street names to be approved by the Seal Beach
Planning Commission.
13. Developer shall install street trees. Type and
location shall be as directed by the City Engineer
and the Director of Public Works.
14. Design of the culvert crossing of ''D'' Street
and the Los Alamitos Channel shall be to the satisfaction
of the City Engineer and the Director of Public Works.
15. Design and construction of the offsite access
road shall be to the satisfaction of the City
Engineer and the Director of Public Works.

16. Developer shall provide necessary right-of-way
to connect "lL" Circle to the existing access road.
17. Developer shall construct onsite and offsite
sanitary sewerage facilities.
18. Developer shall construct a concrete block wall
along the tract boundary to the satisfaction of the
City Engineer and the Director of Public Works.
