": RESOLUTION NO. 9 A RESOLUTION OF THE PLANNING COlJII\lISSION OF THE CITY OF SEAL BEACH'RECOMMENDING APPROVAL OF TENTATIVE MAP FOR TRACT NO. 5699. WHEREAS, in the matter of request for approval of Tentative Map ,for Tract No. 5699, the Planning Commission of the City of Seal Beach does report as follows: 1. Subject case was initiated by S & S Construction Co. . 2. Subject tract area has not as yet been annexed to the Oity of Seal Beach, but has been Pre-Zoned by the city as R-1-5500. 3. By Resolution No. 1342 the City Council of the City of Seal Beach has declared its intention to annex subject area and has stipulated certE!-in terms and conditions thereof. 4. A staff report dated November 18, 1964 containing a number of . recommended conditions has been submitted by the City Manager, Director of Public Wo~ks and City Engineer. WHEREAS, the Planning Commission f~ndings are as follows: 1. Front yard setback for R-l lots of 15 feet, as indicated on the Tentative ,Map, is not acceptable and is contrary to the requirements of the Ci~oning Ordinance COrd. 628). These ,requirements are: 18 feet minimum front yard setback, except that in the case of front attached, side-entry garages the setback m~ be a minimum of 10 feet. 2. Condition 20 of City Council Resolution 1342 and Condition 18 of the Staff Report both relate to construction of a concrete block perimeter wall by the developer. However, no height is stated. It is hereby determined that the height of said wall shall be 6 feet. 3. All other conditions indicated on Tentative Map of Tract No. 5699; in City Council Resolution No. 1342; and in the afore- mentioned Staff Report are fmUld to be acceptable and correct. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby recommend to the City Council of the' City of Seal Beach the approval of the Tentative Map of Tract No. 5699, subject to the completion of annexation and the following condi tions: 1. All conditions shown on the Tentative Map for Tract 5699, as modified by this resolution. I 2. All conditions of City Council Resolution No. 1342. 3. All conditions of aforementioned Staff Report. e 4. " , PresentedNovember 18g 1964 : ---- , e- REPORT 1'0 PLANNING COMMISSION OF THE CITY OF SEAL BEACH Subject: Tentative Tract No.' 5699 Dated Revised 10/27/64 Developer: S & S Construction Company Engineer: Voorheis~ Trindle, Nelson Recommendations: All standards of design, development, and all improvements shall conform to the requirements of all existing ordinances, rules and regulations of the City of Seal Beach, except as specifically stated in Resolution No. 1342, ~he general notes and the s~reet and lot criteria as shown on the tentative tract map, and the following conditions: 10 Structures shall be installed as determined neces- sary by the City Engineer and the Director of Public 'Works for drainage, access and/or public saIety_ Such structures shall be placed to the grades and be of a design approved by the City Engineer and the Director of Public Works. e 2. Prior to approval of the final map by the Council, a tract grading plan encompassing the following require- men~s shall be submitted to and approved by the Ci~y ( Engineer and the Director of Public Works. (a) The finished gr~de of all lo~s shall be established so as to insure that surface drainage shall not be impounded in the area ~o be occupied by build~ngs or structures. ,', (b) Adequaie protection against erosion, and slippage of all on-site slopes shall be provided. " 3. The developer of this trac~ shall~cause no easements to be granted or recorded over any portion of this pro- perty between ~he date of approval by ~he Planning Commission and the date ~f recording of the'final map. 4. Developer shall install traffic control signs. The type and location shall be designated by the City Enginee+ and the Director of Public Works. . u .- Tract 5699 5. Developer ~hall install ornamental street lights at locations and of a type to the satisfaction of the City Engineer and the Director of Public Works. 6. Developer shall pay street Lighting energy charges until tract has been placed on tax roll. 7. water shall be supplied by the City of Seal Beach. Water main sizes and locations, and fire hydrant locations to be approved by the City Engineer and the Director of Public Works. 8. All 1mprovements shall comply with standards and design as specified by the City Engineer and the Director of Public Works. - ~ . .,. 9. Concrete retaining walls or concrete block retain- ing walls shall be constructed around the perimeter of the ~ract at such places where grading results in a difference of one ~oot or more above or below existing ground. 10. Drainage easements to be ~ccepted by the City of Seal Beach shall be a minimum of 10 reet in width. 11. Drainage shall be solved ~o the satisfaction of the City Engineer and the Director of Public Works. Facilities shall be constructed to the satisfaction of ~he City Engineer and the Director of Public Works. 12. Street names to be approved by the Seal Beach Planning Commission. 13. Developer shall install street'trees. Type and location shall be as airected by the City Engineer and the Director of Public Works. ,14. Vehicular access rights onto Lampson Avenue, except at street intersections, shall be dedicated to the City. 15. uedication for street purposes shall be made to the City by separate deed for the Iollowing streets: e ---- .~ . e . Tract 5699 - A. Lampson Avenue from tract boundary to Los Alamitos Boulevard. B. Westerly extension of "0" Avenue from tract boundary to proposed Lampson Avenue. C. "R" and "K" Streets at the southwesterly tract boundary. 16. "0", "R", and "K" Streets as described above shall be improved to the satisfaction of the City Engineer and the. Director of Public Works. 17. Developer shall construct onsite and'offsite sanitary sewerage facilities to the satisfaction of the City Engineer and the Director of Public Works. 18. Developer shall construct concrete block wall along the tract boundary, adjacent to the Garden Grove Freeway and the Bolsa Chica Channel and along the rear line of all lots abutting Lampson Avenue.
