PR-1-64, 'SITE PLAN FOR SEAL BEACH cm~TER. . ,../,.- . WHEREAS, in the matte~ of ~equest fo~ app~oval of a p~eliminary Site Plan fo~ the Seal Beach Cente~ (Application No. PR-1-64), the Planning Co~ssion of the Ci~ of Seal Beach does ~epo~t as follows: 1. Subject case was initiated by Je~~y Moss and Co. 2. Subject Site Plan is fo~ Lot 161, T~act 2591, at' 901 Pacific Coast Highway, lying between Pacific Coast Highway, Bolsa Avenue and Balboa D~ive. . . 3. Subject Site Plan is a p~elimina~ general plot plan indicating: p~oposed size and location of buildings, numbe~ and a~~angement of parking spaces, and location of access points. !~. A staff ~eport dated Decembe~ 15, 1964 has ':,een submitted by the City Manager. The Directo~ 0:: ?ublic ~:;-.('ks has indicated his concu~~ance. WHEREAS, the Planning Co~uussion findings a~e as fo~~ows: 1. Total numbe~ of parking spaces shmln is 445. Tot~l numbe~ required is 477. Section 1713(4) provides that the total numbe~ of required parking spaces may be reduced up to 15~ fo~ common parking facilities. It is hereby dete~~~~ed that such is the case with .the subject p~oposal, thus the amount of pa~king shown is dete~mined ~s acceptable. The gene~al p~esentation of the supe~ma~ket, sto~es, and ~estau~ant buildings is acceptable. . 2. 3. An R~l ~esidential zone is located across Balbo& D~ive f~om this proposed development, therefore a solid wall, at least 6 feet in height, should be provided as a sc~een along the property ~ine of Balboa Drive adjacent to the loading area to the rea~ of the supema~ket building. An R-l ~esidential area is located across Bolsa Avenue and across Balboa Drive from this development. Many school child~en travel the sidewalk area daily along Bol~a Avenue adjacent to the proposed development. Therefo~e, a decorative brick wall va~ying in heieht within the ~ange of 30 inches to !~O inches should be provided along the property lines of Bolsa Avenue and Balboa Drive adjacent to the p~oposed development to se~ve as a safety barrier and a visual line of dema~cation for the commercial area. 4. Landscaping as generally indicated on the site plan is acceptable and should be provided. 6. The proposed automobile service station and car wash are not a part of this 'site plan review and shall be considered at a separate public hearing as part of a Use Variance consideration. -- Nm-I, THEREFORE, BE IT RESOLVED that the Planning Commis,sion of the City of Seal Beach does hereby approve Plan Review Application No. PR-1-64, subject to the following conditions: 1. The approval of final Development Plans and Building Plans by the Planning Commission is. required before a Building Pe~it may be issued. 2. A solid wall along the rear of the supermarket loading area, as determined in Finding No.3 above, shall be provided. 3. A decorative brick wall, along Bolsa Avenue and Balboa Drive, varying in height within a range of 30 inches to 40 inches,' as determined in Finding No. 4 above, shall be provided. 4. Landscaping, as determined in Finding No. 5 above, shall be provided. ADOPTED AND APPROVED this 16th day of December, 1964.
