A RESOLUTION OF THE PLAl\fNING CONr.lISSION OF THE
CITY OF SEAL BEACH AfPROVlliG USE VARIANCE
APPLICATION~NO. UV-2-64 FOR EST.ABLISIDIfErfT OF
AN AUTmlOBILE SERVICE STATION AND A CAR WASH.
WHEREllli, in the matter of Use Variance Application No. UV-2-64,
the Planning Commission of the City of Seal Beach does report as,
follows:
1. Subject case was initiated by Jerry Moss and Co., 27777 Silver
Spur Road, Palos Verdes Peninsula.
2. Subject proposal is for establishment of an automobile service
station and a car wash on the westerly portion of Lot 161,
Tract 2591. This proposal is a portion of a planned shopping
center which will occupy all of Lot 161, Tract 2591. The
property is located at 901 Pacific Coast Highway, between
Pacific Coast Highway, Bolsa Avenue and Balboa Drive.
3. A Staff report dated December 15, 1964, has been submitted by
the City Manager. The Director of. Public Works has indicated
his concurrance.
WHEREAS, the Planning Conwission findings are as follows:
1. Substantial property rights possessed by other property owners
in the same vicinity and zone are denied to the subject property.
Three adjacent corners of Main Street and Pacific Coast Highway
are developed with auto service stations at the present time.
2. The granting of this variance will not be materially detrimental
to the pUblic welfare or i~jurious to property in the same
vicinity and zone because: the bulk of the property along
Pacific Coast Highway is presently developed in C-2 commercial
uses even though zoned C-l.
3. An R-l residential area is located across Bolsa Avenue from
the proposed uses. Therefore, residential type architecture
and suitable landscaping should be prOVided.
NOVi, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of Seal Beach does hereby approve Use Variance No. UV-2-64,
subject to the following conditions:
1. The approval of final Development Plans and Building Plans by
the Planning Commission is required before Building Permits may
be issued for the proposed auto service station and car wash.
2. Issuance of Building Permits for the auto service station and
car wash is also contingent upon Planning Commission approval
of the Final Development Plans for the entire shopping center
and the issuance of building permits for the entire shopping
center.

3. As determined in F,inding No.3 above, the architectural style
of the auto service station and car wash shall be compatible
wi th the adjoining residential' ,area and shall be provided
with suitable landscaping.
4. The subject use variance shall not become effective until
approved by the City Council of the City of Seal Beach.
ADOPTED AND APPROVED this 19th day of December, 1964.
