HomeMy WebLinkAboutPC Res 24 - 1965-04-21 e RESOLUTION NO. 24 e . A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING VARIANCE NO. V-6-65, FOR ERECTION OF ADDITIONAL CLASSROOM BUILDING WITH LESS THAN THE REQUIRED NUMBER OF PARKING SPACES ON THE EXISTING CHURCH SITE OF THE FIRST BAPTIST CHURCH AT 239 BAY BOULEVARD. WHEREAS, in the matter of Variance Application No. V-6-65, the Planning Commission of the City of Seal Beach does report as follows: 1. Subject case was initiated by the First Baptist Church, 239 Bay Boulevard, Seal Beach, represented by Rev. Preston Howell. The church telephone number is 430-4650. Rev. Howell's address is 2030 W. Lincoln, Anaheim, California, telephone number - Area code 714, 776-5970. 2. Subject proposal is for installation of classroom buildings on the existing site of the First Baptist Church with less parking provided on the site than required by code. Legal description of the property is Parcels 2 & 3, Block 218, Tract No. 10. WHEREAS, the Planning Commission findings are as follows: 1. Exceptional or extraordinary circumstances or conditions applying to this property in question which do not apply generally to other property in the same vicinity and zone is the shape of the lots which are irregular triangles due to bisecting by the railroad right-of-way. These shapes make for a very . difficult situation in installing buildings and parking on the site. 2. The portions of the lot proposed for new buildings and parking are presently vacant and covered with weeds. They are not now used for parking. 3. Applicants propose to install parking on the site to the total number of eleven as indicated by their site plan. The total number of spaces required by code is as follows: 16 for the sanctuary or assembly hall and 2 spaces for teachers for the educational building or a total of 18. 4. In addition to the parking proposed on the church property itself, the applicants propose to use portions of the railroad right-of-way for additional parking and also use property adjoining the church belonging to Dr. Robert Day for additional parking. Permission for such use has been granted by both of these property owners on an informal basis. . 5. The granting of this variance will not be materially detrimental to the public welfare or injurious to property in the same vicinity and zone because (a) the addition of the two small education buildings will not materially increase the need for parking space since there shall be only two teachers involved, (b) the present use of the property with a church sanctuary building does not include anyon-site parking therefore any parking developed upon this site shall be an improvement over the existing situation, (c) There is no residential or commercial development along the entire strip of Bay Boulevard opposite the church since this land is owned by the United States Naval Weapons Station and therefore little parking demand is generated along this portion of Bay Boulevard. ,ry ."'" J " " r / ~.'i1, ~ ~ :231 . . . e e Resolution No. 24 - 2 NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve Variance No. V-6-65 to allow erection of two additional structures for church school classronm purposes on the property of the First Baptist Church of Seal Beach at 239 Bay Boulevard being Parcels 2 and 3, Block 218, Tract No. 10. Said approval is conditioned qpon the require~ent that the church representatives shall confer with the City Engineer to develop their parking plans in a manner which will provide more usable and accessible spaces on the site while retaining at least a total of eleven spaces and preferably arranging the parking layout to obtain more than eleven spaces.
