A RESOLUTION OF THE PLANNING CO~~ISSION OF
THE CITY OF SEAL BEACH APPROVING CONDITIONAL
USE PERMIT APPLICATION NO. CP-3-66 FOR
RESIDENTIAL USE ABOVE THE FIRST FLOOR OF
AN EXISTING BUILDING LOCATED AT 114 MAIN ST.

WHEREAS, in the matter of Conditional Use Permit application No. CP-3-66, the
Planning Commission does report as follows:
1. Subject case was initiated by owner, Jefferson Savings and Loan Association,
14545 Victory Blvd., Van Nuys, California.
2. Subject proposal is for permanent conversion to residential apartments above
the first floor of a building originally designed and constructed for office
use.
3. Subject location is on Lots 14 and 16, Block 9, Bay City Tract (114 Main St.,)
and is zoned C-2 Commercial.
4. Proposed use is allowable in the C-2 Zone with a Conditional Use Permit.
WHEREAS, the Planning Commission findings are as follows:

l.~ Subject building should be utili?ed to the fullest extent possible. Owners
have not been successful in obtaining rentors for units as professional'
office space.
2. Present owner (Jefferson Savings and Loan Association) indicates that the owner
of an adjacent parcel (Fremont C. Wood, Lot 18, Block 9, Bay City Tract) is
negotiating for purchase of subject property and would consolidate these
properties to provide necessary parking facilities for the residential uses.
A proposed site plan prepared by Hahn, Farrell & Associates, Los Angeles, is
attached showing the method of developm~nt of parking facilities on the
combined sites.
3. Total number of residential units is 8 apartments on the second and third
floors and an owner's penthouse apartment on the fourth floor for a total of
9 units. The ground floor of 114 Main Street would be used for commercial
uses. Existing use on Lot 18 (118 Main St.) is a cleaning establishment -
one story.
4. The proposed plan proposes a garage 4cross the rear of 114 Main Street which
would provide parking for the owner's penthouse. Also a seven stall carport
across the rear of 114 Main St. and a three stall carport across the rear of
the building at 118 Main St.. The total number of parking spaces provided is
two in excess of the residential requirement, thus providing one space for
the commercial ground floor area of each of the buildings.

5. The area on Lot 18 behind ~he proposed carport and alongside the building
on Lots 14 and 16 shall be considered as satisfying t~e requirement for
commercial loading area for both buildings.
6. As determined in a number of precedent decisions involving proposed uses in
the 100 block of Main Street, parking needs for customers of the commercial
uses of the two subject buildings are satisfied by the city parking lot
immediately adjacent.
7. Utilities located to the rear of subject parcels must be relocated or
rearranged in a manner which will provide clear access to the proposed
carports. Costs and arrangements with utility companies for this work must
be assumed by the owner of the parcels.
8. The driveways, loading and parking areas must be surfaced with a permanent
pavement acceptable to the City Engineer.
9. Lots 14, 16 and 18 of Block 9, Bay City Tract must be consolidated as one
ownership parcel and be so recorded in the Orange County Recorder's Office.
10. This Conditional Use Permit will not be effective if not exercised within
one year from this date.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby approve Conditional Use Permit No. CP-3-66, subject to
conditions imposed by findings 4, 7, 8, 9 and 10 above.
