RESOLUTION NO.

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SEAL BEACH DENYING CONDITIONAL
USE PERMIT APPLICATION NO. CP-5-66 FOR A
FRATERNITY HOUSE IN THE R-3 ZONE.
WHEREAS, in the matter of Conditional Use Permit application No. CP-5-66, the
Planning Commission does report as follows:
1. Subject case was initiated by James A. Barrett, 2657 56th Way, Long Beach.
2. Subject proposal was a request for permission to establish a fraternity
house in an R-3 Zone by Sigma Chi Sigma Fraternity.
3. Subject location is Lots 49 and 51, Block 13, Bay City Tract. Street
address is 1310 Electric, Seal Beach.
4. Proposed use is allowable in R-3 Zone with a Conditional Use Permit.
WHEREAS, the Planning Commission findings are as follows:
1. No provisions for off-street parking were included with the application.
Inadequate parking on the property for this use. On-street parking would
create extreme congestions in the area.
2. Increased auto traffic created by this use would be additional hazard to
neighborhood children.
3. Large number of persons assembled in a small area creates excessive noise
and disturbs the surrounding area.
4. Persons present at the public hearing, three letters from property owners
and a petition bearing 101 signatures protested the granting of a Conditional
Use Permit citing reasons shown in Findings 1, 2 and 3.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby deny Conditional Use Permit No. CP-5-66.
