HomeMy WebLinkAboutPC Res 108 - 1967-01-18 . . . . e RESOLUTION NO. 108 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH RECOMMENDING THE REZONING AND ESTABLISHMENT OF AN "INTERIM ZONE" ON CERTAIN PARCELS OF LAND ADJACENT TO THE SAN GABRIEL RIVER IN THE CITY OF SEAL BEACH. WHEREAS, in the matter of certain parcels of land adjacent to the San Gabriel River in the City of Seal Beach, the Planning Commission does report as follows: 1. Subject parcels are identified as Assessor's Parcels Nos. 043-160-02, 043-160-03, 043-160-21, 043-170-01, 043-170-02, 043-170-03, 043-170-04 and 043-170-05. These parcels are also shown on the attached map titled "Parcels Adjacent to San Gabriel River in Seal Beach, California", dated January 17, 1967 (Exhibit A). 2. All of subject parcels are zoned M-2 (Industrial) except parcel 043-160-21 which is zoned C-l (Commercial). 3. Existing land uses on several of subject parcels has been industrial. However, two of the major industrial uses are soon to be discontinued (power plant and chemical manufacturing). WHEREAS, the Planning Commission findings are as follows: 1. The City of Seal Beach has adopted a comprehensive general plan of development titled "Seal Beach General Plan 1985", and is in the process of study and adoption of a complete new community zoning ordinance. 2. Until present planning and zoning studies are completed and adopted it is imperative for the best interest of the community and to protect the public welfare that possible undesirable development of these parcels be prevented. 3. That portion of the property known as the Pacific Electric Right-of-Way which traverses some of these parcels has already been designated as an "Interim Zone" by ordinance. 4. Section 65858 of the Government Code of the State of California provides for the urgency adoption of an "Interim Zone" for cases such as this. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby recommend to the City Council the immediate adoption as an urgency measure of an "Interim Zone" for all those parcels of land stated in Report Item No. 1 above. The basic requirement of said "Interim Zone" shall be that no new use or development shall be allowed on any portion of said parcels of land without the granting of a Conditional Use Permit by the Planning Commission and the approval of the City Council.
