RESPLUTION NO. 109 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH RECO~[ENDING THE ADOPTION OF PRE-ZONING OF THAT AREA KNOWN AS SEAL BEACH ANNEXATION NO. 66-1 WHEREAS, in the matter of the requested Pre-Zoning of that area known as Seal Beach Annexation No. 66-1, the Planning Commission of the City of Seal Beach does report as follows: . 1. Subje~t case was initiated by Rossmoor Business Center. 2. The applicant has requested annexation of this area to the City of Seal Beach and annexation legal procedures have been initiated. 3. Areas to be pre-zoned are shown on that map titled "Seal Beach Annexation 66-1, Pre-Zoning", dated January 19, 1967. 4. Applicant has requested that the entire annexation area be zoned as C-2 at this tim~, with the provision that five parcels shown separately on the map shall assuone R-4 zoning status at such time:'within the next two years that boundary walls have been erected along all sides of said R-4 parcels except the street sides. Land coverage allowance for said parcels should they assume R-4 status shall be 80%. Parking area provision for the commercial area shall be. at a ratio of l~ to 1 for the gross building areas with entire area and all stores considered as a nnit. WHEREAS, the Planning Commission findings are as follows: 1. Subject area is already developed to a major extent as a shopping center. 2. The existing shopping center is an excellent development and will be a fine addition"to toe city. 3. The request for possible future development of certain portions of the property for R-4 use is acceptable, provided that auto parking for such R-4 uses shall be provided at the ratio of l~ parking spaces for each living unit. This provision should make this use compatible with nearby residential areas without causing street parking problems. 4. A six foot high concret~ block wall shall be provided on all boundaries except street sides of such R-4 used parcels. 5. Parking space requirement for all cornnlercial zoned area shall be at ratio of l~ to 1 ~arking space to gross building area with entire commercial area and all stores to be considered as a unit. 6. No written or oral protests have been received concerning this matter. 7. The Zoning Ordinance of the City of Seal Beach provides for Pre-Zoning of properties outside the city limits in order to expedite judicious planning, use and improvement of such areas. . . . . .. Resolution No. 109 - 2 NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby approve Pre-Zoning of the area known as Seal Beach Annexation No. 66-1 as requested, subject to all conditions indicated in the findings above, and recommends to the City Council the adoption of said Pre-Zoning. ..
