A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SEAL BEACH APPROVING A USE
VARIANCE FOR THE CONSTRUCTION OF A RECEPTION
CENTER AND APARTMENT RESALE CENTER AT GOLDEN
RAIN ROAD AND DEL MONTE AVENUE IN LEISURE
WORLD (GOLDEN RAIN FOUNDATION, JACK O. DAVIS,
UV-1-67)
WHEREAS, in the matter of Use Variance No. UV-1-67. the Planning Commission of
the City of Seal Beach does report as follows:
1. Subject case was initiated by the Golden Rain Foundation. Jack O. Dav1s.
Manager. 1661 Colden Rain Road, Leisure World, Seal Beach. California.
2. Subject property is described as a portion of Tract No. 4337, being located
immediately inside the ma1n entranLe to Leisure World, between the divided
roadway sections of Golden Rain Road, at the intersection of Del Monte
Avenue.
3. Subject request is for a use variance to allow construction of a build1ng
to serve as a reception center and apartment resale center for Leisure World.
WHEREAS. the f1ndings of the Planning Commission are as follows:

A number of verbal protests were heard.

No written protests were received.
2. A number of verbal statements were heard support1ng the proposal, including
statements from Mr. Jack Davis. Golden Rain Foundation Manager. Mr. John
O'Mohundro. Golden Rain Foundat10n Vice President, Mr. Harry Carroll, President
of the Leisure World President's Council. Mr. Holzman, President of Mutual No.
9. and Mr. Doane . President of Mutual No.1.
3. It is clear that an effective apartment resale program is necessary for the
financial stability of Leisure World.
4. The apartment resale program has been proceeding on a temporary basis in a
rented apartment in Mutual No. 14 (just off Golden Rain Road) for approximately
one year. Mutual No. 14 residents desire that this operation be moved out.
s. There will be no increase in traffic. since such traffic presently proceeds
past the proposed site to the present temporary sales location.
6. The proposed building should blend with the architecture in the area and be
an aesthetic addition to Leisure World. The plans submitted (Sheets A-I,
A-2. A-3 and C-l. dated March 3. 1967) have been prepared by a well known and
respected firm of architects, who have designed other facilities at Leisure
World (Burke, Kober and Nicolais).

7. At the time of initial construction of Leisure World permission was granted
by the City of Seal Beach for the establishment of a resale office somewhere
within the Leisure World boundary. Granting of this present use variance
will serve as approval of the permanent site locat-ion and development of the
resale building.
NOW, THEREFORE. BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby approve Use Variance No. UV-1-67. subject to the following
-condition:
In accordance with Planning Commission policy adopted January 13. 1964, this
Use Variance shall not become effective until approved by the City Council of
the City of Seal Beach.
