RESOLUTION NO. 157
A RESOLUTION OF THE PLANNING COMMISSION OF
TUE CITY OF SEAL BEACH APPROVING PLAN RE-
VIEW APPLICATION NO. PR-15-67 FOR A
CONVALESCENT HOSPITAL TO BE LOCATED ON BAY
BOULEVARD AT THE GARDEN GROVE FREEWAY
(BEVERLY MANOR, INC.)
WHEREAS, in the matter of Plan Review Application No. PR-15-67, tbe Planning
Commission of the City of Seal Beach does report as follows:
1. Subject case was initiated by Beverly J-Ianor, Inc., 550 North Rosemead Blvd.,
Pasadena, California.
2. Location of subject property is at the southwest corner of Bay Blvd., and the
Garden Grove Freeway and is Lot 11 of Tract 4242.
3. Subject request is for approval of preliminary development plans for Phase 1
of a convalescent hospital to be located immediately out~ide the northeast
corner of Leisure World.
WHEREAS, the Planning Commission findings are as follows:
1. Proposed Phase 1 consists of a 192 bed patient wing and a service and adminis-
trative wing. No plans are submitted for Phase 2 at this time.
2. The 99 parking spaces provided are sufficient for the number of beds, per code
requirement of 1 space for each 2 beds.

When future Phase 2 is submitted it is obvious that parking, as presently shown,
will be insufficient to meet code requirements. However, this convalescent
hospital is primarily designed to serve residents of Leisure World. It is an-
ticipated that actual parking use will not be as heavy as code requirements
indicate, since many visitors are not expected to arrive in automobiles.
An access gate through the Leisure World wall should be provided to facilitate
easy access to the convalescent hospital for Leisure World pedestrians, bus
passengers, electric cart riders, etc.
The incinerator indicated on the plans is not an acceptable method of trash
disposal. It must be eliminated and all trash disposal must be handled by a
certified and bonded disposal company. Elimination or this unit will provide
space for 2 additional parking spaces.
Final plans are not prepared yet. All provisions for utilities, parking, land-
scaping, lighting, frontage improvements, etc. shall be subject to the require-
ments and approval of the City Engineer. Fire protection improvements, includ-
ing on-site fire water system and off-site perimeter fire hydrants shall be
subject to the requirements and approval of the City En~ineer and the Fire Chief.

NOt~, THEREFORE, BE IT RESOLVED that the PlanninR Commission of the City of Seal
Beach does hereby approve Plan Review No. PR-15-67, subject to the conditions
indicated in the findings above.
ADOPTED AND APPROVED this 20th day of September, 1967.
