UV-3-67 FOR A RESTAURANT WITH ON-SALE BEER AT 1510 PACIFIC COAST HIGHWAY (LEONARD OLSON AND DAVID STANGELAND) WHEREAS, in the matter of Use Variance No. UV-3-67, the Planning Commission of the City of Seal Beach does report as follows: 10 Subject case was initiated for Leonard E. Olson, 319 12th St., Seal Beach, by his authorized agent, David J. Stangeland, 1422 Ocean Ave., Seal Beach. 2. Subject property is Lots 30, 32, 34, 36, Block 215, Tract No. 10 and is located at 1510 Pacific Coast Highway. 3. Subject request is to allow establishment of a restaurant use (sandwich shop) with on-sale beer in a portion of an existing commercial building. 4. Zoning is C-l, which does not allow on-sale liquor. WHEREAS, the Planning Commission findings are as follows: . 1. A written protest was received from Arnerich, Del Valley and Sinatra, attorneys for the Glider Inn Restaurant, expressing concern regarding inadequate parking on subject site which would probably result in Stangeland's customers using the Glider Inn parking lot. A similar written protest was received from George M. Stephenson, attorney for the 101 Ranch House, expressing the same concern. 2. Several residential neighbors protested verbally, fearing impairment of their property values. Mrs. Judy Taylor, 1420 Crystal Cove Way, was opposed because of noise and late hours. Mr. Victor Reinhold, 1510 Emerald Cove Way, was opposed for same reasons, plus traffic problems and safety hazards caused by parking on north side of highway and pedestrian crossing of highway to get to beer bar. Mrs. Margaret Ordway, 327 15th St., and other residential neighbors in same area, fear problem of excess street parking in front of their homes due to the proposed use. 3. The Commission Secretary (City Engineer) reports that the required parking spaces for the existing uses in the building, plus the proposed use are as follows: (1) Bait store - 2~, (2) Surfboard store . 4~, (3) Sandwich shop & beer · 12. Total required parking spaces = 19. The present rear yard is an unpaved mess. Not more than 8 outside spaces and 1 in garage (presently closed off) could be provided of legal size and access. 4. The Planning Commission finds that on-site parking is inadequate for the proposed use and that on-sale beer bar is not an appropriate proposal for a use variance adjacent to residential neighborhood. .
