233
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING CONDITIONAL USE
PERMIT NO. CP-3-68 FOR A SERVICE STATION AT THE
SOUTHWEST CORNER OF BAY BOULEVARD AND WESTMINSTER
AVENUE. (NARLAND-STANDARD OIL)
WHEREAS, in the matter of Conditional Use Permit No. CP-3-68, the Planning Commission
of the City of Seal Beach does report as follows:
1. Subject property is owned by Narland Corporation, 1700 E. Imperial Highway,
El Segundo, California, to be leased to Standard Oil Co.
2. Subject property is located at the southwest corner of Westminster Avenue and
Bay Boulevard.
3. Subject property is zoned C-3 - Commercial-Manufacturing Zone.
4. Automobile service stations are permitted with the approval of a Conditional
Use Permit.
WHEREAS, the Planning Commission findings are as follows:
1. The proposed use is compatible with this location.
2. The site plans presented are the result of many conferences with city staff
whereupon applicant has incorporated all staff sugRestions.
3. The shape of subject property is irregular and the site plans indicate a
layout which will not interfere with present and future traffic patterns on
abutting streets.
4. Applicant will landscape more than eighteen per cent of the site. Included
will be a large landscaped planter at the front corner of the parcel.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby approve Conditional Use Permit No. CP-3-68 to allow construction
of a service station at the southeast corner of Bay Boulevard and Westminster Avenue
subject to the following conditions:
1. Roof material for the service station building and canopy shall be mission tile
(concrete or clay tile). Color and style to be approved by North American
Rockwell Corporation.
2. Additional signs are permissible up to the maximum aggregate allowed. All temporary
or portable signs are prohibited.
3. Four additional street trees shall be placed east of the easternmost driveway
openings.
4. Palos Verdes stone, glass, or both, shall be placed on the east service station
elevation between garage doors and at each corner of said elevation.

5. All utilities shall be placed underground.
6. The planter at the easternmost end of the parcel shall be extended eastward
to the sidewalk.
7. Two groves of Eucalyptus Citriodora shall be placed in the landscapmarea at
the eastern end of the site. Each grove shall contain eight to ten 5-gallon
trees.
8. Landscaping shall not be restricted to low-growing plant varieties only.
Taller and fuller ~wing varieties shall be included. Final selection and
placement of plantings shall be subject to approval of the City Engineer.
9. All parking spaces shall be striped.
10. Area lighting shall be low-level landscape lighting not to exceed forty-two
(42) inches in height.
11.
Under canopy lighting and eave lighting is permitted provided
are shielded and the direct rays do not cross property line.
