A RESOLUTION OF THE PLANNING COMMISSION OF
TilE CITY OF SEAL B~~CH RECO~~mNDING AMENDMENT
OF ORDINANCE 628 (ZOllING) BY Al-IENDING ARTICLE
1 - DEFINITIONS; SECTION 1710 REOUIREn PARKING
SPACES AND SECTION 1801 ZOKING SCHEDULE.

~IEREAS, in the matter of required parking spaces in the R-2 TWo-Family Residential
Zone and R-3 ~wltiple Residential Zone the Planning Commission of the City of Seal
. Beach does repor~ as follows:
1. The present Zoning Code requires one off-street parking space per dwelling
unit.

2. Many residents and property. owners of Seal Beach have indicated dissatisfaction
with the present parking requirements and pointed out the need for increased
off-street parking provisions.
3. Many other cities nearby with similar small lots require more on-site parking
than does the City of Seal Beach.
4. The October, 1967, census reported that 1,326 vehiclea did not have off-street
parking space within the Town Center area. This figure refers to automobiles
regularly kept overnight by the residetlts. It does not refer to guest parking,
business activity, tourists or beach users.
5. This amendment proposed, adds a definition of bedroom to the Code; and requires
that for a two family and multiple family unit, one snd one-half off-street parking
spaces be required for each bachelor, single, or two--bedroom dwelling unit; and,
two off-street parking spaces be required for three or more bedroom dwellinR
units.
WHEREAS, the Planning Commission findings are as follows:
1. From the last Census, it was learned there is an average of 1.4 vehicles per
household in the Town Center area.

2. The Orange County ~lanning Department rcpo~ts there is an average of 1.85
vehiclea per household throughout the County and this average has been increasing
every year.
"3. The Planning Commission fiuds that as older buildings are removed and new
apartment buildings are constructed, the City's average will continue to rise
unt~l it approaches the County average.
4. The present Code requires. one off-street parking space per dwelling unit. This
results in increased congestion upon our streets because residents have no.
place to park a second or third automohile on-site, and as a result. have to
use curbside parking, displacing parking which historically, has been for the
use of guests.

Many multiple family dwelling units have been constructed along some of our
downtown stree~s. These units. by providing parkinR at a one to one ratio.
force their tenants to park some of their vehicles curbside. Yet the presence
of curbcuts and hydrants reduce the usable curbside parking to a point 'where
these tenants must park in front of their neighbors property. The neighbors.
however. have need for such curbside parking for their own use.
6. The rapid reduction in available curbside parking has alarmed many residents
into concern about their property values.
7. ~esidents and property owners have reported to the Planning Commission that
overcrowding and congestion due to a lack of adequate on-site parking will
cause tenants to seek apartments with sufficient parking provisions elsewhere. (
8. Said residents and property owners fear that the flight of tenants will lower
rents and hence. rental income. This Commission finds that when rental income
drops. maintenance and care of property decreases. When maintenance and care
of property decrease. pride in the neighborhood drops. When such pride in a
neighborhood drops, property values decrease.
9. One of the 'basic purposes of a Planning Commission is the preservation of
. property values. It is believed that this amendment will. through use and
enforcement. protect property values from depreciation.
10. The Seal Beach Planning Commission finds that such amendment is desirabie
for the growth and development of the C1ty in general and specifically. the
Town Center area.
NOW. TlmREFORE. BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby recommend to the City Council of the City of Seal Beach approval
of an emendment to Ordinance No. 628 (Zo~ing) by amending Article 1 - Definitions;
Section 1710 Required Parking Spaces and Section 1801 Zoning Schedule as shown
in the attached Exhibit "A".
ADOPTED AND APPROVED this 3rd day of July. 1968.
