RESOLUTION NO. 249
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH DENYING USE VARIANCE NO. UV-4-68 TO PERMIT
CONSTRUCTION OF A TACO BELL RESTAURANT AT THE CORNER
OF PACIFIC COAST HIGHWAY AND 10TH STREET.

WlIEREAS. in the matter of Use Variance No. UV-4-68 the P1annin~ Commission of
the City of Seal Beach does report as follows:
1. Subject Request initiated by Sheldon Go1ison and Harold Harris.
1505 Beachcomber Drive. Seal Beach. California.
2. Subject property is legally described as lots 49 and 51 in Block 209.
Bay View Tract and located at the east corner of Pacific Coast Highway
and Tenth Street. Seal Beach. California.
3. Applicant requests a Use Variance to permit construction of a Taco Bell
Restaurant.
WlIEREAS. the Planning Commission .findings are as follows:
1. Land area is completely inadequate for the proposed use with insufficient
space for off-street parkin~.

2. Landscaping proposed is minimal which does not add to the beautification
needs for Pacific Coast Highway.
3. The parking and circulation layout is very poor and is considered a hazard
to traffic on Pacific Coast H1ghway. When the parking area is full. two
vehicles and possibly more. from the interior stalls will have to back
into this arterial highway because of insufficient turning space.
4. The City Engineer stated this plan is extremely poor from a traffic stand-
point and recommended denial of this application.
5. All other Taco Bell restaurants in Orange County provide more than ten
off-street parking spaces as proposed here.
6. Tbis property is one-third the size of the site for a recently built drive-in
restaurant on Pacific Coast Highway.
7. A basic policy of the Commission is to encourage business. but a poorly
developed and inadequate property would detract from possible developments
on other nearby properties.
8. Two letters of protest were received as well as one oral protest.
NOW. THEREFORE. BE IT RESOLVED that the Plannin~ Commission of the City of Seal
Beach does hereby deny Use Variance No. UV-4-68.
. ADOPTED AND APPROVED this 4th day of September. 1968.
