WHEREAS, the Planning Commission findings are as follows: 1. The proposed annexation is in conformance with the Seal Beach G~ner.ll l'lnn. The General Plan states: "The City welcomes the annexation of appropr!al., areas wi thin the planning area. Such annexation is not necessary for the welfare of Seal Beach, but "ould be favorably considered on the initi,ltlorl of the res1cents and property owners of the areas concerned. The City'" !;oal should be to en~ance its own character, image and economic base n~kin~ it attractive for adjacent areas to annex to Seal Beach. Appropriate areas r~r annexation to Seal Beach are Rossmoor, Surfside, Sunset Beach, anc the unincorporated Hellman property." This statement r(:garding annexation policy \:a5 developed by the Seal Bead' Citizen's Advisory Committee in their consideration of community goals. 2. The area proposed for annexation is similar in nature to the beach area of the City of Seal Beach in regard to potential for excellent development. It is also similar in the nature of problems r~lating to changing use pattern of land divided into small lots. Seal Beach should be able to work cooperative:v with the residents of the Sunset Beach area to achieve mutually beneficial improvement of the area. ~OW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve the proposed Sunset Beach Annexation No. 69-1 (Sunset Beach) and does report and reco~nend to the City Council thdt necessary proceedinr,s be prosecuted diligently to bring said annexation to a vote of the residents of the area affected.
