V-26-69 FOR PARKING AND SETBACKS FOR AN APARTMENT COMPLEX. (ROSSMOOR PARK APARTMENT) WHEREAS, in the matter of Variance Application No. V-26-69, the Planning Commission of the City of Seal Beach does report as follows: 1. Subject request was initiated by Rossmoor Psrk Apartments, 425 S. Fairfsx Ave., Los Angeles, Calif. 2. 1/2 of Section 31, Street sddress is Subject property is described as s portion of the west Township 4 south, Range 11 west, Rsncho Los A1amitos. approximately 12,500 Montecito Road. 3. Subject request is for a variance to permit construction of complex with substandard sideyards, setbacks and parking as (a) 15' setback for one unit in lieu of required 18'; (b) carport in lieu of required 18'; (c) no alley as required; parking spaces for 256 units in lieu of required 422. an apartment follows: 4' sideyard to (d) 336 usable WHEREAS, the Planning Commission findings are as follows: 1. This area is zoned R-4 for a high density use. and would conform to the General Plan. ~ 2. Applicant has agreed to meet all the requirements of the City Fire Department. 3. On-site parking would have controlled access for- tenants only. The annexation agreement for this area required a minimum of one parking space per unit. Guest parking would be available in the adjacent shopping center. 4. Orange County Planning Department submitted a letter stating the density did not appear to be consistent with the neighboring development and also stating they would discourange any multiple family development with less than 1.5 usable parking spaces per unit. 5. Applicant expects adults and senior citizens to be the major rentors based on experience of similar developments and less parking is required than in family units. 6. The open space provided within the development more than offsets the encroach- ments into the setback areas. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does approve Variance V=26-69 for parking and setback encroachment as requested and reserves the right for future review of details.
