Vince Mastrosimone, Director of Public Works SUBJECT: APPROVE THE PLANS AND SPECIFICATIONS AND AUTHORIZE A NOTICE INVITING BIDS FOR RECONSTRUCTION OF FIRE STATION N0.48, 3131 BEVERLY MANOR ROAD SUMMARY OF RE(~UEST: It is requested that the City Council approve the project plans and specifications and authorize staff to solicit bids for the reconstruction of Fire Station No. 48, 3131 Beverly Manor Road. BACKGROUND: Per the direction from the City Council, staff has completed the plans, specifications and cost estimate needed to reconstruct Fire Station No. 48. The project scope includes: • Demolition of existing facility • Site grading • Installation of underground utilities on-site • Construction of a 12, 897 square foot building featuring: o Three apparatus bays o Exercise room o Ten dormitory rooms o Training room/EOC o Four bathrooms o Ancillary support rooms o Kitchen o Emergency generator o Day room o Diesel fuel station o Offices o Detached storage building • Site amenities include: 0 32,754 square feet of hardscape 0 11,207 square feet of landscaping 0 41 total parking spaces • Off-site street and drainage improvements Agenda Item P Page 2 The Orange County Fire Authority (OCFA) has been involved with the development of the plans and specifications since the inception of the project. The plans and specifications meet all of the design guidelines and requirements of the OCFA and have been approved for construction. The Mitigated Negative Declaration contemplates that the temporary fire station will be located no more than 3 miles from the current station, which distances includes the city yard and the RV parking lot near the north entrance within Leisure World The construction manager is preparing an estimated construction cost. This estimate is not available as of this writing but will be transmitted to the Crly Council prior to the City Council meeting. There will be a bid period of at least thirty days. A firm bid opening date has not been established. The process of soliciting bids does not obligate the City Council to award a construction contract. The City Council may reject all bids for any reason. The actual bid price is required to complete financing. FINANCIAL IMPACT: Staff previously provided the City Council with information regarding financing this protect The Council concurred with the staff recommendation to pursue funding through the Bank of America. Staff has confirmed with Bank of America representatives that they are willing to process the transaction under the terms and conditions previously presented Although the actual interest for the 15 year debt service period cannot be firmly established until bid prices are known, the expected interest rate is in the area of 4 15%.
