SUBJECT: AMENDMENTS TO MUNICIPAL CODE SECTION
3.10.015 -RECREATION AND PARKS COMMISSION
SUMMARY OF REQUEST:
Introduce Ordinance No. 1582, An Ordinance of the City of Seal Beach,
Amending Section 3.10.015 of the Seal Beach Municipal Code, Related to the
Composition of the Recreation and Parks Commission.
BACKGROUND:
Section 3.10.15 of the Seal Beach Municipal Code provides for the current
composition of the Recreation and Parks Commission with five members for a
term of membership of three years. By comparison, Section 3.10.10 provides for
the current composition of the Planning Commission with five members for a
term of membership of four years, with a maximum of two consecutive four-year
terms. Staff is proposing that the term of membership be consistent for both the
Recreation and Parks Commission and Planning Commission.
Staff also recommends that the Code be amended to distinguish between regular
and ex officio commission members, The proposed 4 year term would only apply
to regular members.
The proposed Municipal Code amendment would accomplish the following:
» Amend Section 3.10.015, Recreation and Parks Commission, Subsection
"B" ("Composition"), to revise the term of membership on the commission
for regular members to four years.
» Amend Section 3.10.015, Recreation and Parks Commission, Subsection
"B" ("Composition"), to establish a maximum of two consecutive four-year
terms for regular members.

As provided in Section 2 of the proposed ordinance, the term extension would
apply to current commission members.
The current Recreation and Parks Commission is as follows:

If the proposed Municipal Code amendments are approved by the Council, the
term expirations of the current Recreation and Parks Commissioners would
correspond with the term expirations of the current Council Members who
appointed the Commissioners from the respective Councilmanic Districts.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Introduce Ordinance No. 1582, An Ordinance of the City of Seal Beach,
Amending Section 3.10.015 of the Seal Beach Municipal Code, Related to the
Composition of the Recreation and Parks Commission.

ORDINANCE NUMBER 1582
AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING
SECTION 3.10.015 OF THE SEAL BEACH MUNICIPAL CODE,
RELATED TO THE COMPOSITION OF THE RECREATION AND
PARKS COMMISSION
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1. Subsection "B" of Section 3.10.015 ("Recreation and Parks
Commission") of Chapter 3.10 ("Boards and Commissions") of the Seal Beach
Municipal Code is hereby amended to read as follows:
"B. Composition.
1. Regular Members. The recreation and parks commission
shall consist of 5 regular members. The regular members of the commission
shall be appointed and subject to removal in accordance with the city charter.
The term of membership on the commission for regular members shall be 4
years. No regular member of the commission shall serve for more than 2
consecutive 4 vear terms.
2. Ex Officio Members. The city council additionally may
appoint ex-officio members to the commission in such numbers and for such
terms as deemed appropriate. Such ex-officio members shall not have the
authority to vote on commission actions."
SECTION 2. This ordinance shall be applied to existing members of the
Recreation and Parks Commission, so that all such commissioners may serve a
4 year term
PASSED, APPROVED AND ADOPTED by the City Council of the City of Seal
Beach at a meeting thereof held on the day of , 2008.
