SUBJECT: AGREEMENT TO RECEIVE GRANT FUNDED
AMATEUR RADIO EQUIPMENT
SUMMARY OF REQUEST:
The Orange County Urban Area Security Initiative (UASI) is providing
approximately $3000 in amateur radio and computer equipment required for a
Countywide Winlink 2000 system. The proposed City Council action will adopt
Resolution No. 5819 allowing the City Manager to sign an agreement to accept
this equipment from the County of Orange.
BACKGROUND:
The City of Seal Beach has an active Radio Amateur Civil Emergency Services
(RACES) group. RACES provides emergency communications using amateur
radio and video in the event of a disaster and assists with communications for
community special events.
The Winlink 2000 system will provide an independent and redundant system that
will allow City Emergency Operations Centers (EOC's) and/or properly equipped
field personnel the ability to send and receive emails and attached documents
should the Internet and/or phone (fax) service is not functioning. This system will
continue to provide this capability using amateur radio equipment.
On January 28, 2008, at the City/County RACES meeting held at the Sheriff
Communications facility at 840 N. Eckhoff Street, Orange, CA, Orange County
RACES and attending City RACES personnel agreed in principle to utilizing UASI
grant funds to purchase equipment and implement a Countywide Winlink 2000
system. If approved, this grant would provide the funds for all necessary
equipment. Because this system relies on amateur radio equipment, it was
determined that only cities with active RACES or ACS programs would be able to
receive the equipment.

The City of Seal Beach, through its police department, has an active RACES
program as required.
FISCAL IMPACT:
Negligible. The City of Seal Beach will receive the radio and computer
equipment required to operate the Winlink 2000 system from the County of
Orange at no cost to the City of Seal Beach. The City will be responsible for
maintenance costs which should be insignificant as the equipment will be
covered by manufacturer warranties.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 5819 authorizing
the City Manager to sign a Letter of Agreement with the County of Orange to
receive a UASI grant-purchased radio and computer equipment required to
operate the Winlink 2000 system.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH APPROVING AGREEMENT TO RECEIVE GRANT FUNDED
AMATEUR RADIO EQUIPMENT (UASI)
WHEREAS, the County of Orange ("COUNTY°), a political subdivision of the
State of California acting through its Sheriff-Coroner Department in its capacity as
the lead agency for the Orange County Operational Area, has applied for, received
and accepted a grant from the State of California, acting through its Office of
Homeland Security, to enhance countywide emergency preparedness.
WHEREAS, the County of Orange Urban Area Security Initiative (UASI) grant
is providing equipment for a Winlink 2000 amateur radio system that will enhance
the City of Seal Beach Radio Amateur Civil Emergency Service (RACES) group.
WHEREAS, the CITY and COUNTY are desirous of executing this Letter of
Agreement as authorized by the City Council and the City Manager.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Manager is hereby authorized to sign a letter of
agreement to receive grant funded amateur radio equipment from the County of
Orange.
SECTION 2. The City Clerk shall certify as to the adoption of this Resolution.

On January 28, 2008, at the City/County RACES meeting held at the Sheriff Communications facility at 840
N. Eckhoff Street, Orange, CA, Orange County RACES and attending City RACES personnel agreed in

system. If approved, this grant would provide the funds for all necessary equipment, including three
backbone RMS sites. Once completed, Winlink 2000 will provide an independent and redundant system that
will allow EOC's and/or properly equipped field personnel the ability to send and receive emails and
attached documents. If Internet and/or phone (fax) service is lost, this system will continue to provide this
capability using amateur radio equipment. Because this system relies on amateur radio equipment, it was
determined that only cities with active RACES or ACS programs would be able to receive the equipment.
Subsequent to the January 28 meeting, OCSD/Communications also submitted a request to expand the
existing 2-meter amateur radio repeater into a simulcast system to address voice radio coverage issues in
South Orange County and especially Laguna Beach.
We are at the point now where we need official concurrence from each City regarding the value of a grant
funded Countywide Winlink system and, if agreed, official acknowledgement from each City that they will
receive the Winlink 2000 equipment and be responsible for maintaining the equipment after implementation.
The amateur radio and computer equipment required for each Winlink 2000 station has a value of about
$3000. This letter will serve as that official acknowledgement when the appropriate City representative
completes the requested information below and returns this letter to OCSD/Communications by November
21, 2008. For more details on the project itself, please see the attached document.
On behalf of the City of Seal Beach , I agree ^ /disagree ^ with the plan to use UASI grant funds to
purchase and install equipment to implement a Countywide Winlink system and enhance the existing 2-
meter voice radio system.
The City of Seal Beach will ^ /will not ^ accept the Winlink 2000 radio and computer equipment and be
responsible for future maintenance of said equipment.
