A RESOLUTION OF TIlE P~ING COMMISSION OF TilE
CITY OF SEAL BEACH APPROVING USE VARIANCE UV-4-70
FOR A DRIVE-TlIRU KIOSK SELLING PHOTOGRAPHIC
SUPPLIES AND PROCESSING AT A SERVICE STATION
SITE. (MULLINS/FOTOMAT CORPORATION)
WlIEREAS, in the matter of Use Variance Application UV-4-70, the Plannin~ Commission
of the City of Seal Beach does report aa follows:
1. Subject case was initiated by E. W. Mullins, 351 ~!ariposa Ave., Los Angeles,
as the property owner, and represented by Dixon Garner of Fotomat Corporation,
14617 Victory Blvd., Van Nuys.

is described as Lots 66, 68, 70, 72 and 74 of Block 212,
The location is the southeast corner of Pacific Coast Highway

3. Subject proposal is to operate a drive-thru kiosk selling photographic supplies
and processing at a service station site.
WlIEREAS, the Planning Commission findings are as follows:
1. Many similar operations have proved to be compatible throughout the United
States.
2. Access to the kiosk would be from 12th St. and not affect traffic on Pacific
Coast Highway unduly.
3. The business would be company owned and operated.
4. There would be no free standing identification sign, but the standard roof
mounted sign only.
NOW, THEREFORE, BE IT RESOLVED that Use Variance UV-4-70 be approved as submitted
for a:.p~riod'.of"one year and subject to renewal at that time. In addition, this
use Variance shall not become effective until reaffirmed by the City Council.
ADOPTED AND APPROVED this 15th day of July, 1970.
I hereby certify that the foregoing resolution was duly adopted at a regular
meeting of the Planning Commission of the City of Seal Beach which was held on
Wednesday, June 3, 1970, and carried by the following vote:
