A RESOLUTION OF THE PLANNING COlINISSION OF TIlE
CITY OF SEAL BEACH APPROVING VARIANCE V-8-70 ALLOHING
CONSTRUCTION OF AN APART>lE1{T CO~[PLEX HllICH EXCEEflS

mlEREAS, in the matter of Variance Application No. V-8-70, thc Planning CommissIon
of the City of Seal Beach does report as follolJs:
1. Subject case was initiated by Annabelle Luraschi, 112 Central Ave., Seal Beach.
2. Subject property is described as the southerly 128.25 feet of Lot 13, Block
101, '!tact No. &98, known as 112 Central Avenuc.
3. Subject request is to allow construction of a 21 unit apartment building on
a lot having an area of 12,000 sq. ft. The I'laximum number of units allOl<ed
on a parcel of this size per code is 13. In addition, requests are made for
a two foot h..ight variance and an encroachmcnt into the yards on the tlJO alley
sides.
mH:RLAS, the Planning Commission findings are a.. follows:

The Planning Commi&sion Rules and Regulations require an affimative or negative
vote of at least three mel'lbers. At a previous public hearing, a notion to
approv(' this application received a 2 - 2 vote, REsolution No. 421. The case
has been readvertised for a public h..aring.
2.
This is a unique parcel, being bounded by t\10 streets and two aJ leys.
3.
This parcel is situated across from a park, offering vertical relief to the
landscape at one of the entrances to the City.
4.
The garage portion of the building \Jill not be depr..ssed due to unstable
subsoils and th.. possibility of flooding.
5.
Hith the exception of the elevator shaft, the building will bc 37 feet high.
6. Four lcttcrs were received favoring thE' proposal including one frol'l an
adjacent property OImer. Five persons spoke at the hearing in favor of the
proposed development. There wer.. no protests.
7. A question .'as asked regarding the quality of the subsoil, proximity to other
buildings and the square footage of the proposed units. The attorney of the
applicant responded by indicating that the water table in this area is very high;
there \Jas a one story building to the south of the property and none to the west;
and the minimum size of the units would be 750 sq. ft. \Jith the> larBest units
having an area of 1,350 sq. .ft.

Beach does hereby approve Variance V-8-70 as pre>sented.
