A RESOLUTION OF THE PLANNING CO~~IISSION
OF THE CITY OF SEAL BEACH APPROVING
USE VARIANCE NO. UV-3-70 ALLOWING
CONSTRUCTION OF AN EIGHT STORY HOTEL
IN A C-3 CO~IERCIAL MANUFACTURING ZONE.

WHEREAS, in the mattl!r of Use Variance Application No. UV-3-70, thc Planninp,
Commission of the City of Seal Beach does report as follows:
1. Subject application was initiated by Narland Corporation, 2781 Aliso Crl!ek
Rd., Laguna Niguel, whose authorizl!d agent is Holiday Inns of ~erica, Inc.
of 1721 N. Highland Ave., Los Angeles.
2. Legal description for thl! parcel is on file with the City Planning Departmpnt.
Street address is 2900 l~estminster Avenue, Seal Beach.
3. Subject request is to allow construction of an eight story Holiday Inn in the
C-3 COl111'lerical-Hanufacturing Zone, and requiring a Use variance for zoning
and variances for height and on-site parking.
WHEREAS, the Planning Com~lission findings are as follOl<s:

Hotels are not permitted in the C-3 Commercial Manufacturing Zone, hOl<ever
the General Plan indicates that this location warrants highway oriented
ccm~ercial uses, which does include hotels.
2. The eight story, 72 foot high Inn does exceed the height limit of the C-3
Zone, but structures are allol<ed to a height of 80 feet in the C-2 General
Commercial Zone, subject to a Conditional Use Permit.

4. The signs were not considered to be excessive and will have no flashing features.
5. Residents in this area have expected a motor inn for some years and are in
favor of the Holiday Inn proposal.
6. Numerous letters favoring the hotel were received and two requested careful
consideration of the parking requirements.
NOl~, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby approve Use Variance UV-3-70 subject to the foJlOldng conditions.
1.
On-site landscaping details to be presented for Commission reviel1 at a
future date.

That public improvementq at the site be installed by the applicant and that
these improvements as well as traffic patterns be subjpct to the approval
of the City Engineer.

,3. That a letter of intent be received from Narland Corporation indicating their
willingness to provide additional parking for the hotel on their nearby
industrial lot should hotel parking prove to bE' inadequate.
ADOPTED AND APPROVED this 13th day of May, 1970.
