RESOLUTION NO. 412

A RESOLUTION OF THE PLANNING CONMISSION OF TilE
CITY OF SEAL BEACH RECOMNENDING TO TilE CITY COUNCIL
OF THE CITY OF SEAL BEACH TIIAT A CmlPREIIENSIVE
STUDY BE INITIATED TO DETER}IINE BEST AND MOST
FEASIBLE USE OF THE FO~~R PACIFIC ELECTRIC RAILROAD
RIGHT-OF-WAY.
THE PLANNING CONNISSION OF TilE CITY OF SEAL BEACH DOES REPORT AS FOLLOI.S:
1. The former Pacific Electric right-of-way in the City of Seal lleach is
presently unzoned.
2. A portion of said land was proposed for subdivision and development of
residential housing.
3. Public heartngs were held to consider zoning of said portion to R-3-2600 ~lultiple
Residential. Large numbers of nearby residents appeared at said public hearings
to protest the proposed zoning. Planning Commission Resolution No. 411 to
approve said zoning was defeated by the Planning Commission.
4. The land thus remains unzoned. The representative of the proposed developer
stated to the Planning Commission that the City could not prevcmt economic
use of the property by the owner without taking it and paying market value.

During the publie hearings for said proposed zoning, many of those in
opposition requested that a comprehensive study of best and most feasible
uses, both public and private, be made.

NOW, TIIEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby request that the City Council of the City of Seal Beach
approve and initiate the making of a comprehensive study to determine the hest
and most feasible uses of the former Pacific Electric right-of-way.
ADOPTED AND APPROVED this 18th day of March, 1970.

I hereby certify that the foregoing resolution was duly adopted at a regular
meeting of the Planning Commission of the City of Sedl Beach which was held on
Wednesday, March 18, 1970, and carried hy the following vote:
