A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF SEAL BEACH APPROVING PROPOSED R-3-2600 MULTIPLE
RESIDENTIAL ZONING FOR THE SOUTHEASTERLY PORTION OF
THE FORMER PACIFIC ELECTRIC RAILROAD RIGHT-OF-WAY
FROM 15TH STREET TO THE U. S. NAVAL WEAPONS STATION
BOUNDARY. (NO. CZ-2-70)
WHEREAS, in the matter Qf proposed zone case No. CZ-2-70, the Planning Commission
of the City of Seal Beach does report as follows:
1. Until 1967 the Pacific Electric Railroad right-of-way was occupied by an
operating railroad utility. The strip of land was thus unzoned. After
abandonment of active railroad use the question of title was not determined
until recently. The Seal Beach General Plan shows the right-of-way as
suggested for use similar to abutting suggested uses, but also contains a
statement that the ultimate use remained a question.to be determined. The
Riverfront Redevelopment Project Plan of the City of Seal Beach adopted
several broad use designations along the right-of-way with the subject
property being indicated for residential use.

2. The Apollo Development Corporation, 1104 East 17th Street, Santa Ana, Calif.
acting as agents for the owners (heirs of the Hellman Estate) proposed to
the City the construction of a number of housing units on lots to be
subdivided from that portion of the Pacific Electric right-of-way bounded
on the northwest by the southerly projection of the westerly line of Fifteenth
Street and bounded on the southeast by the property line of the U. S. Naval
Weapons Station.
3. A zoning case for subject property was initiated with the proposed zoning-
to be R-3-2600 Multiple Residential, similar to adjacent property zoning.
WHEREAS, .the Planning Commission findings are as follows:
1. Public hearing on subject case was opened on February 18, 1970, continued on
March 4, 1970 and March 18, 1970, being closed on March 18, 1970.
2. Much testimony, written and oral, was received and entered into the record.
Testimony in favor of the proposal was presented by the proposed developer
(Apollo) and a few residents of the area. Testimony against was presented
by many residents of the area.
3. The proposed R-3-2600 Multiple Residential Zoning for subject property is
consistent with the purposes of the General Plan, the Riverfront Redevelopment
Project Plan of tbe Redevelopment Agency of the City of Seal Beach and is
also consistent with adjacent property zoning and use.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does hereby approve the proposed R-3-2600 Multiple Residential zoning of
subject portion of the former Pacific Electric right-of-way and does recommend
. its ~doption,by ~he City Council of the City of Seal Beach.
