RESOLUTION NO 589
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH RECOI-lMENDING AMENDMENT OF
ORDINANCE 628 (ZONING) BY THE REVISION OF
SECTION 1713(1) OF ARTICLE 17 RELATING TO
GARAGE DIMENSIONS IN RESIDENTIAL ZONES.
WHEREAS, 1n the matter of recommend1ng an amendment to the Zon1ng Ord1nance
prov1s1ons relat1ng to garage dunens10ns 1n res1dent1al zones, the Plann1ng
Comm1ss10n of the C1ty of Seal Beach does report as follows
1 Th1S proposed amendment 18 des1gned to make garage d1mens10ns a f'unct10n
of zone rather than of use and to clar1fy the fact that park1ng space
dunens10ns noted 1n Sect10n 1713(1) refer to 1nter10r d1menS10ns only.
WHEREAS, the Plann1ng C0mm1SS10n f1nd1ngs are as follows
1. Under the current zoning ord1nance prOV1S10ns s1ngle fam11y res1dential
development 1S precluded 1n the R-2 and R-3 zones of D1str1ct I unless a
var1ance 1S obta1ned for a garage of less than the requ1red w1dth, or for
structural encroachment 1nto the s1deyard setback Presently these s1ngle
fam1ly res1dent1al developments are requued to have a 20' x 20' garage and
three foot s1deyard setbacks on e1ther s1de of the structure when often
these lots are only 25 feet 1n w1dth.

Many eX1st1ng s1ngle family dwel11ngs constructed 1n the R-2 and R-3 zones
of D1str1ct I were bU11t w1th 18' x 20' garages under the prev10us zon1ng
ord1nance. To structurally alter these s1ngle f81uly dwelhngs, property
owners are requ1red to apply for a var1ance for garages of substandard
w1dth.
3 The proposed amendment would clar1fy the fact that the d1menS10ns noted 1n
Sect10n 1713 (1) of the zon1ng ord1nance refers only to 1nter1or d1mens1ons.
Th1S area 1S to be ma1nta1ned open and unobstructed for the park1ng of
automob11es.
4. Present park1ng requ1rements for mult1ple fam1ly res1dent1al developments
perm1 t on-S1 te park1ng spaces to be 9 I X 20'. The 9' w1dtl1 does not appear
to have an adverse effect on the developments.
5. Current zon1ng ord1nance prov1s10ns related to the w1dth of requ1red on-s1te
park1ng spaces d1scourages the development of s1ngle fam1ly dwel11ngs 1n
the R-2 and R-3 zone of D1str1ct I.
NOW, THEREFORE, m: IT RESOLVED that the Plann1ng Comm1ss10n of the C1ty of Seal
Beach does hereby recommend to the C1ty Counc11 approval of an amendment to
Ord1nance 628 (Zon1ng) by reV1S10n of Sect10n 1713(1) of Art1cle 17 relat1ng
to garage dunens10ns 1n res1dent1al zones.
